The Aviation Department of the Port Authority of New York and New Jersey is currently seeking a Program Manager to be a part of the $2.05 Billion AirTrain Newark Replacement Program (Program) that is key to the mobility of the redeveloping Newark Liberty International Airport (EWR). The Program will replace the existing AirTrain with a new world-class automated people mover system that includes the design and construction of a guideway infrastructure, three passenger stations, vehicles, and a maintenance facility, in addition to pedestrian connections. Reporting to the Senior Program Manager, the Program Manager will be working on a fast paced, high impact program with other seasoned professionals, and will be primarily responsible for managing the Pedestrian Connections scope of the Program from design through commissioning and project closeout. The position requires a strong project management and technical background, an operational awareness for airport environments and a deep understanding of transportation facility design and construction.

Overall responsibilities include management of the various aspects of project including but not limited to project initiation, planning, execution, monitoring/controlling and closing for each assigned project. In addition, the candidate will engage various stakeholders for successful delivery of project. The Program Manager will engage Facility (Operations, Maintenance, Airside, Landside), Engineering Design and Construction and QAD/Permitting Department to successfully complete the project and procure building permit. The position requires a strong technical background as well as operational awareness to effectively implement projects in the operating environment of an airport.

Responsibilities :

  • Day to day project management including but not limited to project planning/initiation, site visits, attend and organize meetings, resolve technical issues in coordination with Facility and Engineering technical leads, and other stakeholders.
  • Manage the Pedestrian Connections preliminary concept development. Engage necessary stakeholders and drive toward a preferred solution to advance in design.
  • Serve as the primary lead to drive completion of the Pedestrian Connections design. This requires the candidate to primarily manage the design consultant but also includes coordination with various other parties (PA Engineering, PA Law, PA Facility, Airlines, PA Commercial, outside legal counsel, and other consultants).
  • Review design/construction documents including cost estimates and schedules. Perform constructability and value engineering reviews of construction documents.
  • Navigate project complexities, anticipate stakeholder needs, and develop potential mitigation solutions.
  • Drafting high quality MJs, Board items, briefing folders, and presentations, ensuring that all project related information is current and accurate as required.
  • Supervising PA and consultant staff ensuring the highest level of staff capabilities aligned with best industry project management practices.
  • Working cohesively with the other assigned Program Managers for Redevelopment
  • Coordinating with other EWR Redevelopment projects and other capital improvement projects on all design and construction interface issues.
  • Assisting the Senior Program Manager and Program Director in accomplishing the program's day to day tasks and responsibilities including during his/her absence: attend meetings, make project related decisions, review and sign documents and respond to senior management requests.
  • Ensure timely completion of projects within scope, schedule, and budget.
  • Establish, maintain and monitor project schedules and budgets.
  • Ensure all required permits or agreements with regulatory authorities are secured.
  • Provide periodic reporting to various teams, including executive management.
  • Manage and ensure that final inspections and punch-list work are completed, Permits to Occupy/Use are formally issued, and the contract closeout process is followed.

Qualifications:

Candidates must present the following minimum qualifications to be considered eligible for this position:

  • Bachelor's Degree in Architecture or Engineering or related field.
  • Minimum eight (8) years progressively responsible Project Management experience in managing staff on complex transportation or infrastructure projects, including knowledge of design, construction and procurement.
  • Knowledge of the principles, methods and tools for developing, scheduling, coordinating, estimating, and managing projects and resources, including monitoring and/or inspecting costs, work, and contractor performance.
  • Demonstrated experience in project work related to transit facility buildings, pedestrian connectors, new utility infrastructures, and/or roadways and bridge structures.
  • Experience establishing project plans, setting priorities, managing risks, and coordinating activities with projects of similar size and complexity.
  • Experience developing strategies to achieve broad business goals and understanding the impact on various stakeholders, particularly to interface with and negotiate amongst multiple stakeholders to resolve project conflicts and maintain project scheduling.
  • Experience managing or supervising others (consultants, Port Authority personnel, other Project Management staff, etc.) to effectuate program workload effectively utilizing limited available resources.
  • Experience providing oversight for consultant architectural and engineering and construction services.
  • Must possess a valid driver's license.
  • The successful candidate must be able to pass a fingerprint-based Criminal History Record Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) ID card. SIDA access and airfield driving, and escort privileges also require SIDA training and successful completion of a SIDA test.

Desired:

The ideal candidate will present the following profile:

  • Professional Engineer (PE), or Registered Architect (RA) license in New York or New Jersey.
  • Project Management Professional (PMP) certification.
  • Self-starter with ability to work independently and prioritize assignments.
  • Ability to work in fast-track, high-pressure environments.
  • Familiarity with PA project management process is highly desirable.
  • Progressive Management experience in an airport environment.
  • Knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
  • Ability to lead or moderate technical discussions with PA Engineering leads and Facility.
  • Demonstrated experience in managing and influencing diverse work groups and project teams.
  • Demonstrated experience in customer service, decision-making and problem solving.
