Job Description

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

Bureau of Waste Site Cleanup - Audits Program

This program runs from June 2024 - October 2024

The Bureau of Waste Site Cleanup located at MassDEP's Southeast Regional Office (SERO) seeks an intern for the Audit Section. The AUL is a legal instrument that is used to provide notice of restrictions required under the EPA Toxic Substances Control Act (TSCA) as well as the MassDEP Massachusetts Contingency Plan (MCP) which provides information about the nature and location of contamination remaining on a property and the obligations to maintain the property to prevent exposure to the remaining contamination. The Audit Section is tasked with auditing all sites that rely upon an AUL to achieve site closure. In accordance with SERO Audit Staff, the intern will be charged with the identification of AUL sites in the Southeast Region, specially those that were implemented in response to contaminated regulated by the EPA TSCA program and those that have undergone property ownership change since initial recording of the AUL. The intern would also be provided an opportunity to observe aspects of Audit duties. This internship would run for approximately 22.5 hours a week for 12 weeks. The expectation is this this internship would be a hybrid work week with 7.5 hours a week in the southeast regional office.

Using MassGIS and existing MassDEP databases, the intern will identify the universe of sites in the SERO that have closed with an AUL (AUL Sites). Using existing MassDEP databases and online files, the intern will conduct a review of the above universe of AUL sites, to identify a subset of these sites in the SERO were recorded as required by TSCA, based on contamination of PCBs. EPA TSCA does not currently have a database of these sites. Using registry of deeds websites and MassDEP files, the intern will identify those AUL sites where the ownership of the property has changed since the filing of initial AUL. Under this task, there may be an opportunity for the intern to participate in audits of these sites.

Preferred qualifications:

The ideal candidate would be proficient in Microsoft Office products, specifically Teams, Word, Access and Excel. The candidate would ideally have some knowledge of contaminant fate and transport, and knowledge of the Massachusetts Contingency Plan, but it is not required. Previous experience working with GIS is desired.
