Northrop Grumman Aeronautics Systems sector has an opening for a Lab Operations Manager to join our team of qualified, diverse individuals within our Test and Evaluation organization. This leadership role is located in San Diego, CA.

This individual will be responsible for managing the design, development, and implementation of new lab capabilities as well as operations and maintenance of existing lab assets. This will include leading a team of Test Directors, Design Engineers, System Administrators, and Technicians. The position requires technical knowledge of various systems, design, development, implementation, and testing with a strong foundation in laboratory integration and test. The selected candidate must act with speed, guide others in producing quality work, be self-motivated, and have the ability to communicate complex technical issues and solutions. A successful track record of program performance, interpersonal team building skills, and management experience is required.
Additionally, this position will have a Functional Homeroom component. As the Section Manager you will be responsible for managing a team of approximately 10-15 Electrical, Mechanical, or Computer Engineers whose responsibility is to maintain software engineering labs in support of integration and qualification efforts, periodic maintenance of the systems, configuration management control and operations.

The successful candidate will be responsible for ensuring members have sufficient statement of work, managing member performance (including engagement strategies for higher performers and corrective actions for lower performers), coordinating with programs to ensure appropriate staffing/de-staffing actions are developed and executed relative to their section, and ensuring their members are familiar with and use required engineering processes and tools. The candidate will be the first point of contact for performance issues on programs and will make decisions regarding required escalation and resources required for resolution. Responsibilities also include day-to-day operation of the functional organization including decisions regarding awards, performance evaluations, salary review process, staffing, employee movement between programs, balancing resources among programs, employee development and mentoring, ensuring proper charging practices are followed, meeting indirect budget targets, and interpreting higher level guidance for implementation within the organization.

Key Responsibilities:
  • Coordinating with support homerooms and providing timely resource forecasts to ensure proper staffing is in place to execute the SOW
  • Managing cost, schedule, and technical performance of lab capital projects as well as providing inputs to yearly capital plans and long-range strategic planning
  • Driving process rigor, ensure compliance to meet company, program, and security requirements
  • Driving technical and process rigor for lab configuration
  • Tracking leading indicator technical metrics to detect and prevent issues
  • Ensure lab assets meet test requirements for formal testing
  • Continually coordinate lab status and issues and solutions with the IPT and across IPTs
  • Continually seek to improve our lab integration & test engineering rigor and efficiency
  • Ensure CRs are properly reviewed for Lab cost & schedule impacts
  • Support proposal activities

Basic Qualifications:
  • Must have a Bachelor of Science degree in a STEM discipline and 9 years of related professional / military experience, or a master's degree and 7 years of related professional / military experience.
  • Must have prior management/leadership experience within Engineering in related industry.
  • Must have experience in lab integration and test activities.
  • Must have an active, in scope DoD Top Secret clearance.
  • Must be able to obtain and maintain PAR within a reasonable amount of time as determined by the company.

  • Program Access
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management.
  • Previous experience working directly with customers and suppliers.
  • Systems Test or Systems Engineering background.
  • Proven leadership skills
Salary Range: $138,100 - $207,100

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
