Biogen is seeking an experienced legal professional to support the company's business in supporting the Biogen Affiliates in China, Hong Kong and Taiwan . This person provides broad legal oversight, guidance and counselling to the Greater China teams, as well as providing legal assistance on other matters assigned by the line manager. The role is based in Shanghai and reports directly to and work closely with the Chief Commercial and International Counsel.

This position shall support the mission of driving a robust corporate culture that embraces integrity in our operations, consistent with all applicable legal and ethical obligations, internal standards and processes and core values and principles of Biogen's Code of Conduct. It is a position of strong influence and leadership and requires application of initiative, the building and application of detailed knowledge of local business environments, and ability to accurately identify, analysis and advise on a wide range of legal matters. It is also critical for this role to collaboratively implement systems and process improvements and ensure an appropriate balance and alignment between in-house and external counsel advice, as well as regional and global strategies regarding the management of legal risk.

  • Provide high quality legal support to be a strategic business partner, bringing good judgment and common sense and offering practical legal solutions to challenge facing the affiliates;
  • Support the affiliate's business operations on all legal matters, with excellent drafting and communication skills and experience of commercial contract negotiations, public procurement, competition law, etc.
  • Support affiliate expansion, establish the R&D/clinic trial operations, support business digitalization in the region;
  • Work with commercial, Medical and other functions in developing strategic tactical approach to launching new products and supporting marketed products;
  • Actively engage in the review of commercial and medical initiatives, as well as non-promotional disease state/scientific initiatives.
  • Effectively manage relationship and expense with external counsel. ensure that the most suitable lawyers are engaged for specific matters.
  • Conduct relevant laws and regulations assessment, ensure the business impact of legal risks is proactively evaluated/mitigated, and ensuring legal training and education is given to all employees.
  • Work closely with Compliance officer to deliver effective control of legal and compliance risks in affiliates.
  • Ad hoc assistance to the line manager as required to ensure smooth legal workflow for wider region, including with respect to affiliates in the region.

Qualifications:

  • 10+ years' relevant experience, including at least 3 years in-house experience.
  • Healthcare industry experience required. Candidates should have strong knowledge of pharmaceutical industry laws, guidelines and codes.
  • Excellent communication and presentation skills and experience. Fluent in English and Chinese.
  • Good team worker.
  • Experience managing complex projects, including overseeing external vendors.
  • Able to work at a high level of autonomy and has proven that he/she is able to competently lead a complex area of responsibility that requires significant experience and skilled judgment
  • Business-focused, collaborative and process oriented.
  • Bachelor's degree and Juris Doctor (J.D.) or other relevant advanced degree required.
