- Safeguarding the funds earned by fleet partners and merchant partners (e.g., restaurants) using Uber's platforms in Taiwan; and
- Disbursing those funds to the respective parties in a timely and secure manner.
In response to evolving regulatory expectations and the need for a dedicated compliance infrastructure, Uber Taiwan is establishing a new payments entity, Uber Payments Taiwan (UPT). As the Operations Lead for UPT, you will play a pivotal role in setting up and overseeing the implementation of a robust Governance, Risk, and Compliance (GRC) framework, ensuring adherence to local regulatory requirements for TPPSPs, and, where applicable, compliance with Electronic Payment Institution (EPI) regulations.
About the Role
Reporting into the Head of Taiwan Regulatory Payments, this is a high-impact regulatory strategy and operations role to build and grow Uber's licensed payments business and advise executive leadership by building strong relationships with internal stakeholders (i.e. General Managers, Payments Product, Legal, Compliance, Risk, Fraud, Identity, Payments Operations) and external stakeholders including PSPs, banks, schemes and regulators. A key aspect of the role includes socialising, educating and executing payment initiatives aligning with the overall Governance, Risk and Compliance (GRC) framework for Taiwan and business models mapped to Uber's global payment strategy.
What the Candidate Will Do
- Motivate and manage the day to day operations of 1st line Operations teams, setting strategic direction, operational plans, and performance goals while fostering trust and collaboration across teams to achieve agreed outcomes.
- Lead and manage Compliance Operations, including the execution and monitoring of AML/CTF controls, transaction monitoring, customer due diligence processes, and the resolution of compliance-related operational issues in coordination with 2nd line functions.
- Act as the program manager for key initiatives, securing timely approvals and ensuring comprehensive documentation for submission to the Compliance Committee-and, where appropriate, Executive Management and the Supervisory Board. These initiatives include:
- Compliance operations;
- Service delivery;
- New products and features risk assessment;
- Complaint management;
- Incident management;
- Strategy planning;
- Third party vendor risk management;
- Coordination of product planning intake; and
- Business continuity and operational resilience.
- Serve as the primary liaison for case management, addressing and resolving open investigations, escalations, and inquiries related to payment and compliance operations in collaboration with internal and external stakeholders
- Partner with product, data science and engineering teams to identify and solve any payments and compliance operations issues.
- Operationalise and enhance key processes within UPT, including the implementation of the GRC framework, to support business objectives while ensuring ongoing compliance with all applicable regulatory requirements.
- Project manage regulatory and GRC-related initiatives with internal and external stakeholders, ensuring structured execution, cross-functional alignment, timely delivery, and audit-ready documentation.
- Inform and influence payment initiatives and communicate key metrics to various functions and stakeholders (i.e. General Managers, Regional General Managers, Global Payments, Risk and Identity Strategy & Planning) through sustainable relationships for awareness and reporting purposes with the GM of Uber's Mobility and Delivery businesses in Taiwan.
Basic Qualifications
- 8+ years experience within banking, payments entity, e-commerce and/or consulting in compliance and/or risk preferred.
- Demonstrated ability to assess business needs, identify solutions and strong analytical skills to model customer adoption and usage, assess financial and business impact on the strategic initiatives through a risk lens.
- Strong team oriented and collaborative, with exceptional consensus building and team management skills to continuously develop and grow direct reports.
- Must possess exceptional interpersonal and influencing skills, with the ability to partner effectively at multiple levels and across disciplines.
- Strong critical thinking, organisational and analytical skills with a demonstrated ability to prioritise and manage multiple initiatives and requests simultaneously in a fast-paced environment whilst working with cross-functional stakeholders.
- Based in Taiwan with flexibility to travel when required across geographies.
- Impeccable written and verbal communications skills in English and Mandarin with the ability to translate, articulate and present highly technical and complex procedural recommendations, regulations, laws and policies to a variety of audiences.
- Strong change management skills, adept at working in an environment of shifting priorities, constant technological changes and increasingly stringent regulatory requirements.
