Responsibilities
The Regulatory Delivery and Transparency (RDT) function aims to be the strategic partner of TikTok departments, starting with the Trust & Safety (T&S) team, working in close partnership with relevant Legal and Compliance teams, to best address content and safety regulatory requirements applicable to TikTok.
The Regulatory Compliance team will facilitate the execution of regulatory projects across critical departments (including Trust and Safety, Legal, TikTok Product, E-Commerce, Monetization) with a forward focus mindset for continuous improvement. This role will play a critical part within the team, with responsibility for programme management and the ongoing monitoring of relevant regulatory obligations.

As Program Manager, you will manage large-scale regulatory programs from scoping through execution, ensuring timely and accurate delivery of obligations, risk assessments, and regulatory responses. You will design and implement scalable compliance frameworks, drive controls and assurance infrastructure, and support internal audit readiness while partnering closely with Legal, Compliance, and cross-functional teams. This role requires strategic thinking, operational excellence, and strong communication with senior leadership to surface risks, shape compliance priorities, and foster continuous improvement.
Responsibilities:
- Lead and manage large-scale regulatory compliance projects, including the Digital Services Act and Online Safety Act, from initial scoping to completion.
- Strategically plan and execute initiatives to prepare for forthcoming regulatory requirements.
- Coordinate resources across Trust & Safety and other functions, assessing resource capacity and planning deliverables to ensure timely project completion.
- Oversee ongoing obligations, maintain issue logs, and conduct gap analyses.
- Ensure the prompt delivery of information for Requests for Information and other regulatory interactions, securing contributions and reviews from relevant teams.
- Lead control monitoring activities, investigate deviations, and ensure the effectiveness of controls in partnership with Legal and Compliance teams.
- Implement and monitor the progress of recommendations from internal and external audits.
- Engage in risk assessments, and implement and track mitigation strategies identified in the risk assessment processes.
- Facilitate the strategic development and execution of compliance frameworks that address both current and emerging regulatory challenges.
- Bridge gaps between various internal teams to ensure seamless integration of compliance standards and practices.
- Continuously seek opportunities to enhance regulatory processes and frameworks, leveraging insights and feedback to foster an environment of continuous improvement within Trust and Safety.
- Regularly communicate with and update senior leadership in partnership with Legal and Compliance teams on project statuses, compliance gaps, strategic decision-making, and prioritization.
Qualifications
Minimum Qualifications:
- 5 years of experience in regulatory compliance, risk management, audit, or a related field-ideally within the technology, internet, or digital services sector.
- Experience in Trust & Safety, Product, or Policy teams within a tech company, with an understanding of industry-specific regulatory challenges.
- Proven program management experience with a strong ability to independently lead and deliver complex, cross-functional programs end to end.
- Deep understanding of global regulatory frameworks such as the Digital Services Act (DSA), Online Safety Act (OSA), and other emerging regulations impacting digital platforms.
- Track record of planning, coordinating, and executing strategic initiatives across multiple regions, with the ability to both think at a high level and execute tactically.
- Strong analytical and problem-solving skills with the ability to assess complex information, conduct risk assessments, and make strategic decisions under pressure.
- Excellent communication and stakeholder management skills, with experience engaging and influencing senior leadership in high-ambiguity environments.
Preferred Qualifications:
- Familiarity with compliance assurance frameworks, systemic risk assessments, or control monitoring in a highly regulated environment.
- Experience preparing for audits or managing responses to regulatory inquiries or RFIs.
- Proactive and solution-oriented mindset with a natural curiosity and drive for continuous improvement.
- Ability to lead and motivate cross-functional teams, aligning diverse stakeholders around shared compliance goals.

[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $117333 - $270000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
