HR Business Partner - Security & Privacy, TikTok USDS - San Jose
Responsibilities
Team Intro:
TikTok's US Data Security (USDS) team is growing-and we're seeking a strategic and operationally strong HR Business Partner (HRBP) to support technical and highly regulated client groups, including Cybersecurity, Engineering, Risk & Response, and Privacy. This role will serve as a trusted advisor to business leaders, with a specific emphasis on organizational design (OD), workforce planning, and business transformation. The ideal candidate will have deep experience in analyzing, designing, and implementing scalable organizational structures, with the ability to assess current-state org effectiveness and build future-state models that support growth, efficiency, and alignment to business goals.
In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.

Key Responsibilities:
- Serve as a strategic HR partner, translating business priorities into data-driven, scalable people strategies.
- Can independently conduct an organizational diagnostic to identify structural pain points, capability gaps, process bottlenecks, or other inefficiencies. Organizational diagnostics (e.g. structural pain points, capability gaps, process inefficiencies),
- Able to identify organizational problems, conduct a thorough root-cause analysis, and possible solutions to achieve business outcomes
- Design and evaluation of org structures (including spans of control, layering, role clarity, decision-making models),
- Development of business cases for change and implementation roadmaps.
- Conduct workforce segmentation and headcount modeling to support long-term talent planning and business agility.
- Use internal and external benchmarks to assess organizational health, identify inefficiencies, and recommend scalable solutions.
- Coach leaders on managing change, driving accountability, and developing high-performing teams.
- Partner cross-functionally with COEs (TA, Comp, D&I, L&D) to drive people programs that align with business needs.
- Act as a key partner in change management, M&A integration, or business realignments.
- Navigate complex employee relations and HR compliance topics in partnership with Legal and ER.
- Champion continuous improvement across the HR function and client organization.
Qualifications
Minimum Qualifications:
- 5+ years of progressive experience as a strategic HR Business Partner with a focus on Organizational Design experience involving org assessments, structure redesign, and scalable operating model implementation.
- Demonstrated success managing org changes tied to business growth, restructuring, or transformation.
Preferred Qualifications:
- 2+ years of experience supporting highly technical or security-regulated environments (e.g., Engineering, Cybersecurity, Risk).
- Strong analytical and diagnostic mindset; comfortable working with ambiguity, large datasets, and unstructured problems.
- Experience designing and implementing OD frameworks from the ground up.
- Proficiency with data visualization or HR analytics tools (Excel, Tableau, Power BI); ability to convert insights into action.
- Skilled in facilitation, influence without authority, and cross-functional stakeholder engagement.
- Track record of success in fast-paced, high-growth organizations.
Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $102600 - $228000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
