About the Role

The Management and Budget Department ("MBD")-located in the Chief Financial Officer's finance suite (Comptrollers', Treasury, Financial Planning, Grants, and MBD)-is a collaborative team of approximately 25 team members who: 1) coordinates the development and consolidation of the agency's annual Budget to ensure sound fiscal stewardship of the agency's resources (the agency's 2025 Budget totals $9.4 billion); 2) leads monthly financial performance reviews and analyses to ensure appropriate use of the agency's resources; 3) analyzes and reviews resource requests to ensure their highest and best use; and, 4) manages and operates the agency's enterprise budgeting system BudgetPro, including the associated Smart View Excel-based add-on.

The Supervising Financial Analyst is a key member of the MBD leadership team who is responsible for providing exemplary customer service and overseeing and analyzing the resources-both fiscal and physical-of the agency's Tunnel, Bridges, & Terminals ("TB&T"), PATH, and Major Capital Program Departments. The TB&T Department operates all Port Authority bridge and tunnel crossings, including the George Washington Bridge, Lincoln Tunnel, Holland Tunnel, Goethals Bridge, Bayonne Bridge, and Outerbridge Crossing; as well as the Port Authority Bus Terminal in Midtown Manhattan and the George Washington Bridge Bus Station in Upper Manhattan. The PATH (Port Authority Trans-Hudson) Department is the Port Authority's rail transit system that serves as the primary transit link between Manhattan and neighboring New Jersey communities and suburban commuter railroads. Major Capital Projects Department oversees design and construction of Port Authority infrastructure, including the Midtown Bus Terminal and Hudson Tunnels.

The Supervising Financial Analyst reports to MBD's Assistant Manager of Budget Performance & Analysis and directly supervises a team of approximately two Budget Analysts while working in close coordination and collaboration with the entire MBD team, the finance suite, and the finance teams located within the TB&T, PATH, and Major Capital Program Departments.

Responsibilities

  • Coordinating the review and analysis of each respective Department's annual Budget submissions in close coordination with the client department Financial Services teams-including revenues, expenses, activity, and headcount-to ensure that the Budget conforms to agency guidance, corporate goals and objectives, and are fiscally responsible. This review includes identifying Budget issues and challenges, developing appropriate analyses and recommendations, and collaborating with the Departments to problem solve as needed.

  • Managing the process to verify that department Budget submissions are properly consolidated in the agency's enterprise Budget system-BudgetPro-and assisting in the preparation of the annual Budget Book and other Budget presentations and memorandums for the Board of Commissioners and executive leadership.


  • Reviewing, evaluating, and presenting monthly financial performance results to senior and executive staff, particularly as it relates to Operating Expenses, Gross Operating Revenues, activity trends, and total workload hours inclusive of overtime, to highlight significant variances from plan and recommend alternatives to address areas where management action may be necessary.


  • Leading a team of analysts in the review and presentation of agency authorization documents, including Board Items and Memorandums of Justifications and Authorizations, and other resource requests including staffing assessments, to ensure the highest and best use of agency resources and consistency with the approved Budget.


  • Coordinating with various Departments both inside and outside the Finance suite, including (but not limited to) the Comptroller's, Office of Financial Planning, Operation Services, and Real Estate, to develop Budget recommendations, ensure accurate accounting transactions, and monitor the impact of economic conditions on revenues and expenses.


  • Evaluating a wide range of financial programs and initiatives to identify operational impacts resulting from new programs, capital initiatives, and productivity improvements.


  • Identifying challenges and opportunities in reporting, budgeting, and more broadly routines and processes to propose solutions and ultimately lead implementation of improvements as part of MBD's "continuous improvement mindset".


  • Supervising, developing, and guiding staff in performing daily responsibilities to ensure that all deliverables are completed timely and accurately while fostering an engaging and inclusive workplace environment.

Minimum Qualifications

Who We're Looking For

You'll need to have...

  • A Bachelor's degree from an accredited college or university in Finance, Accounting, Public Administration, or a related field OR 5 years of finance, accounting, budgeting, or similar analytical experience with progressively more complex assignments.


  • A minimum of 3 years of experience in both performing complex financial analysis, budgeting, and/or operational analyses AND project management or supervisory experience.


  • Exceptional data and financial analysis skills, with a particular focus on identifying problems, developing recommendations, and finding solutions.


  • Excellent oral and written presentation skills, with the ability to present and discuss financial information clearly and concisely.


  • Advanced skills with Microsoft Office applications such as Word, Excel and PowerPoint to analyze, track, persuade, or recommend.

Desired Qualifications

  • A Master's Degree from an accredited college or university in Finance, Accounting, Public Administration, or a related field.


  • Experience with the Port Authority's financial, Operating and Capital Budgeting and accounting and reporting structure, or similar processes at a similar sized organization, and the Port Authority's corporate financial systems, including SAP, PeopleSoft, Oracle Hyperion[VM1][KF2], and ICMS/Cognos.


  • Experience with database and visualization tools like Oracle Hyperion/Essbase and PowerBI.


  • Experience successfully developing and implementing process improvement initiatives for internal or external business processes.


  • Proven leadership and management skills, including time management and task prioritization, multitasking, independent and collaborative work styles, and a proactive, customer service mindset.

Compensation and Benefits

The salary range for this position is $103,272 to $165,256. The actual salary offered to the successful candidate will depend on many factors, including the individual's qualifications. Internal equity of staff will also be taken into consideration.
