Job Description

Join OSD's Strategic Sourcing Team as a Senior Manager and take charge of leading, coaching, and managing a team of Strategic Sourcing Contract Development Managers. We're seeking a dynamic individual with strong management skills to drive our transition to a more category-focused procurement and contract management development process.

In this role, you will spearhead cross-functional collaboration between vendors and buyers, ensuring seamless communication and strong working relationships. You'll utilize modern goal-setting techniques like The 4 Disciplines of Execution and Agile project management to foster collaboration within the agency.

As the Senior Manager, you will define category strategies, develop go-to-market sourcing strategies, and establish key performance indicators for vendors and contracts. You'll leverage cutting-edge technologies such as COMMBUYS CLM, Sugar, and CMS Supervisor to optimize our sourcing processes and ensure best value, supplier performance, and customer satisfaction.

Working closely with the Deputy Director of Strategic Sourcing and other key stakeholders, you'll play a pivotal role in developing, reviewing, and updating procurements and procurement policies and procedures. Your expertise will be instrumental in advising buyers and vendors, as well as collaborating with oversight departments to implement procurement-related policies.

Experience in public procurement, familiarity with COMMBUYS and MMARS, and proficiency in strategic planning are highly desirable. Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
