Job Description
The Assisted Living Certification Unit of the Executive Office of Aging & Independence (AGE) is responsible for the biennial certification and regulatory oversight of approximately 273 Assisted Living Residences (ALRs) statewide.
The Assisted Living Certification (AL) Unit is actively searching for a Registered Nurse. The AL Unit Nurse will be responsible for supporting AL Unit staff on medical and clinical issues that arise in the day-to-day operations of an Assisted Living Residence (ALR) and affect the provision of care to residents within the allowable confines of the regulations to ensure resident health, safety, and welfare while residing in a Massachusetts-certified ALR.
The AL Unit Nurse will evaluate ALR records during each ALR's biennial onsite certification and compliance review, focusing on safe medication administration, appropriate care planning and service provision, and effective internal quality reviews. Additionally, the AL Unit Nurse will review and evaluate reports with potentially related clinical issues received via the incident reporting system and referrals from Protective Services, the Long-Term Care Ombudsman's office, assisted living consumers, outside providers, other state agencies, and the public to determine applicability and compliance with regulations.

The AL Unit Nurse will play a vital role in ensuring quality oversight of incidents reported by ALRs by directing and supervising AL Unit intake and reviewing such submissions.
The AL Unit Nurse will be the primary AL Unit staff member specializing in case management reviews of clinical issues identified at the individual ALR level and across the industry.
Duties & Responsibilities (these duties are a general summary and not all-inclusive):
- Conduct inquiries and investigations into resident care issues identified during onsite certification and compliance reviews, through the incident reporting system, and referrals from within and outside AGE. Investigations and reviews include:
• Proper pre-admission assessment and service planning.
• Review staffing records, training curricula, Quality Assurance and Performance Improvement minutes, and activities.
• Issues associated with medication management safety (proper assessment of resident's ability to manage medications, medication assistance and administration procedures, documentation, errors).
• Incidents of elopement, abuse and/or neglect, acute behavioral emergencies, as well as incidents resulting in significant injury or adverse health outcome, and unanticipated deaths.
- Conducts follow-up site visits to determine ongoing compliance with rules and regulations for ALR certification.
- Conducts and oversees all required investigations and guides ALRs on the Massachusetts assisted living regulations, standards of practice, and related Resident care concerns.
- Participates in developing methods of evaluating and determining the ALR's compliance with the regulations and utilizing existing policies and practices that promote Resident health and safety.
- Performs quality audits of AGE's response to incident reports associated with medication and healthcare issues to ensure that information requested from each ALR is consistent and appropriate for the related circumstances and that the documentation submitted by the ALR is reviewed to determine if additional follow-up is needed.
- Available for clinical consultation to AGE staff in discussing and developing policy and procedures, and during regulatory updates/changes.
- Assist with onboarding and training newly hired certification specialist staff as needed.
Required Qualifications:
- Proficiency in utilizing current technology, including hardware (tablets/computers/cell phones), and associated office software (Access, Excel, Word, Adobe).
- Ability to prepare general and statistical reports and maintain accurate records.
- Knowledge of public health or medical care administration and policy development.
- Specific knowledge and/or experience involving audits or onsite compliance review of health and human service settings.
- Possession of a current and valid driver's license, access to a vehicle, and ability to regularly travel statewide.
Preferred Qualifications:
- Physical capability to teach Mandt physical skills safety training.
- Knowledge of Massachusetts Assisted Living regulations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) one year of full-time or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility, and (B) six months of which must have been in a supervisory, administrative or managerial capacity.
SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.
Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.
Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
