The Disabled Persons Protection Commission (DPPC) is seeking to fill two Program Coordinator II (PC II) positions. One PC II for the Oversight department and one PC II for the Intake department. This is an internal promotional opportunity.
Job Description for Intake Program Coordinator II :
The main responsibility of the Intake Program Coordinator II is the day-to-day supervision of Intake Specialists to support the operation of the Intake Team.

The Intake Program Coordinator II is also responsible for receiving allegations of abuse using published protocols, determining if the allegation falls within the M.G.L. Ch.19C guidelines, assessing the risk to the client; and the nature of abuse, identifying potential emergency situations, and referring intakes outside DPPC's jurisdiction to appropriate agencies.
The Program Coordinator II ensures intakes are reviewed for quality; and researched for any prior history on the alleged victim, alleged abuser and location of abuse; and makes an initial screening decision based upon DPPC's jurisdictional criteria.
Oversees the day-to-day operations of the unit in the absence of the Unit Manger.
Other related duties as required.
Participates in/facilitates special projects as assigned.
Responsibilities:
- Supervising a team of intake specialists.
- Receiving allegations of abuse during assigned hours.
- Gathering, organizing, and entering into the DPPC Case Management System (CMS) information received from the Hotline, in writing, or in person.
- Maintaining accurate logs.
- Providing resource information to callers as requested.
- Sending intakes to referral agencies as needed.
- Assessing the level of risk to victims based on information obtained and provided by the reporter and/or investigator.
- Performing an initial screening on all intakes received on the Hotline.
- Reviewing intakes for quality of data and content.
- Addressing emergency situations immediately, notifying all necessary parties of the allegation(s).
- Making referrals to DCF, AGE, DPH and law enforcement when appropriate.
- Documenting all case activity accurately and concisely.
- Accurately and concisely documenting all case activity.
- Participating in/facilitating special projects as assigned.
- Building rapport and relationships with partners from the EOHHS agencies that work collaboratively with DPPC and acting as a resource to these partners.
- Attending meetings and trainings as directed and/or approved.
- Performing general administrative tasks, duties, and projects as needed and/or assigned.
- Providing training for other staff as requested by the Unit Manager.
- Completing all administrative forms (i.e. timesheets, time off requests, travel vouchers, etc.) in an accurate and timely fashion.
- Maintaining records and preparing correspondence in a manner consistent with all applicable laws, regulations, protocols, procedures and policies
Preferred Skills:

Job Description for Oversight Program Coordinator II :
The main responsibility of the Oversight Program Coordinator II is the day-to-day supervision of Oversight Officers and Specialists to support the operation of the Oversight Team. The team is responsible for ensuring all 19C investigations are completed in compliance with statutory and regulatory requirements and that necessary protective services are offered, implemented or taken during the investigatory process, and works collaboratively with internal units and outside agencies.
This position is a supervisory position and at times may be required to provide backup to essential job functions within the team due to absences or vacancies. The Oversight Program Coordinator will schedule and attend case conferences as needed and develop a plan to address cases that have been identified as requiring immediate protective service intervention. This position will facilitate and participate in special projects as assigned and may require after-hours on-call and other duties as assigned.
Responsibilities:
- Direct supervision of assigned Oversight staff providing guidance, training, and support.
- Ensuring Oversight Officers review and process 19C documents according to M.G. L c. 19C, 118CMR and all applicable DPPC policy and procedures.
- Ensuring Oversight staff document their work within the DPPC Case Management System (CMS) and follow up as needed on protective services in all substantiated cases.
- Reviewing risk assessments completed by Oversight Officers and directing follow-up to mitigate identified risks.
- Performing the job functions of direct-report staff in their absence.
- Working with the Sexual Assault Response (SAR) team within the DPPC.
- Overseeing and supporting case activity involving Oversight Officers and SAR team members.
- Working with Oversight managers and DPPC legal staff to identify potential guardianship cases.
- Conferring with DPPC legal staff on statutory, regulatory and policy interpretations.
- Conferring with the State Police Detective Unit (SPDU) regarding the presence of criminal activity.
- Interacting and communicating regularly with managers from outside agencies.
Preferred Skills:
The Oversight Program Coordinator II position requires experience in supervising staff including training new and existing Oversight Officers and Specialists.
- Possess the ability to prioritize competing needs and clearly demonstrate the ability to respond in a flexible and professional manner in all situations.
- Demonstrate organizational skills to ensure efficiency and timeliness of work and the ability to provide constructive feedback in a professional manner.
- Demonstrate a commitment to public service and individuals with disabilities and have a working knowledge of state government and relevant law and regulations, especially M.G.L ch.19C and 118 CMR.
- Possess a strong background in abuse investigation and the development and implementation of protective service plans to remediate risk to vulnerable individuals.
- Experience with law enforcement agencies and personnel.
- Knowledge of state resources and agencies to assist in risk remediation.
