Job Description:
The Oversight team, along with Intake, Investigations, and Legal, is responsible for performing the tasks that allow the Disabled Persons Protection Commission (DPPC) to achieve its mission of protecting adults with disabilities from abuse. The Oversight Officer, as part of this team, maintains a caseload that is monitored according to statute, regulations, and DPPC policy and procedures. The nature and extent of oversight/monitoring for each case is determined on a case-by-case basis, according to risk. One of the Oversight team's primary goals is to ensure that individuals with disabilities who have been victims of abuse or neglect or are at risk of abuse or neglect are protected. The team is responsible for ensuring that all 19C investigations are completed in compliance with all statutory and regulatory requirements and for ensuring that any necessary protective service measures are offered, implemented or taken during the investigatory process. The team works in collaboration with the State Police Detective Unit, DPPC's Quality Assurance Unit, DPPC Sexual Assault Response (SAR) team, DPPC Investigations Unit as well as investigators and service providers from the Department of Developmental Services, the Department of Mental Health, and MassAbility. This position may also assist field Investigators with any necessary support and background information on the Alleged victims. This position may participate in and facilitate special projects as assigned. This position may participate in other duties as assigned.

Responsibilities:

  • Manage an Oversight caseload at or above and established minimum, consisting of cases awaiting reports and cases open for protective services.
  • Accurately, concisely, and completely document case activity within the DPPC Case Management System (CMS).
  • Conduct a weekly review of all open cases and request updates on overdue documents, utilizing established processes.
  • Review and process investigative documents according to M.G.L. c. 19C, 118 CMR and all applicable DPPC policy and procedures.
  • Conduct risk assessment at onset of assignment, throughout the investigation process and until case closure.
  • Follow up as needed on protective services on all substantiated cases to mitigate any identified risk.
  • Review protective service plans to ensure that disabled persons are protected from further abuse.
  • Confer with supervisor, EOHHS agency staff, law enforcement, and other state or private agencies as needed to ensure implementation of appropriate protective services.
  • Notify the supervisor immediately of any emergency situations. Work with SAR team within the DPPC.
  • Identify potential guardianship cases with Oversight Management and DPPC legal staff.
  • Confer with the State Police Detective Unit regarding the presence of criminal activity. Interact and communicate regularly with managers from other EOHHS agencies.
  • Perform general administrative tasks, duties, and projects as needed and/or assigned.

  • Excellent organizational skills to ensure efficiency and timeliness of work.
  • The ability to work within specified timeframes, meet deadlines, and clearly demonstrate the ability to respond in a flexible and professional manner in all situations.
  • Strong oral and written communication skills and the ability to provide constructive feedback in a professional manner.
  • A commitment to public service and to individuals with disabilities and demonstrate a working knowledge of state government and relevant law and regulations, especially M.G.L. c. 19C and 118 CMR.
  • A strong background in abuse investigation and the development and implementation of protective service plans to remediate risk to vulnerable individuals.
  • Knowledge of state resources and agencies to assist in risk remediation.
  • Strong interpersonal skills and the ability to work with, including but not limited to, DPPC staff, EOHHS agencies and employees, advocacy groups and law enforcement personnel.


Qualifications

Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or (B) and equivalent combination of the required experience and the substitutions below.

Substitutions:

An Associate's or higher degree may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
