Fire, EMS and Hazmat Intelligence Analyst

Summary

Serve as an intelligence analyst within the Commonwealth Fusion Center supporting public safety and security operations to Fire Services, Hazardous Materials (Hazmat) Response, and Emergency Medical Services (EMS) in the Commonwealth. The incumbent will work in conjunction with law enforcement to process and analyze incoming information from multiple sources to develop valuable intelligence and situational awareness services to the public safety community in the Commonwealth.

Duties and Responsibilities

1. Maintain situational awareness of local, national, and international events/incidents for any implications to the fire service and the Commonwealth.

2. Monitor open-source, Fire Services, Hazardous Materials (Hazmat)Response, Emergency Medical Services (EMS) and sensitive communications to maintain awareness of threats, trends and critical information in multi-jurisdictional public safety domains.

3. Process incoming requests for information in a timely fashion and document all activity in the designated system. Work closely with emergency response agencies, law enforcement, government organizations, and other stakeholders to share intelligence, coordinate response efforts, and facilitate information exchange.

4. Evaluate open-source information, fire department reporting, and other public safety reporting to identify activity that is reasonably indicative of pre-operational planning associated with terrorism or other criminal activity.

5. Understand internal processes for vetting suspicious activity reports.

6. Utilize the intelligence cycle to analyze information and data from multiple sources including intelligence, law enforcement and fire department reporting and open-source information to assist in the investigation of criminal activity, to develop actionable intelligence and to ensure the public safety of the Commonwealth.

7. Assess the severity, scope, and potential impact of incidents by analyzing available data and intelligence reports. Identify emerging trends, patterns, or risks that could affect the fire services, EMS, and Hazmat efforts.

8. Collect and rapidly assimilate information based on deductive and inductive reasoning to formulate recommendations; prepare intelligence reports by writing summaries and detailed analyses and developing related charts, graphs, matrices, tables, maps and other illustrative exhibits in order to present and organize information, support findings and conclusions, and substantiate recommendations.

9. Analyze the potential for future threats or hazards based on the current threat landscape and historical data. Provide predictive intelligence to help agencies proactively plan and prepare for potential emergencies.

10. Perform liaison duties for intake and outreach with federal, state, local and private sector entities, within the public safety and homeland security communities to build relationships on behalf of the agency and secretariat.

11. Attend meetings and conferences to obtain or disseminate information and to receive or share information with those who have a need to know and right to know and promote services to encourage the exchange of intelligence information between public safety agencies.

12. Adhere to prevailing state and federal laws and policies regarding the handling of criminal offender record information and document classification markings including sensitive but unclassified and classified information.

13. Determine authorization of requesters to receive convicted offender information, intelligence and other confidential or sensitive information and collect and disseminate information in accordance with applicable laws, acts, regulations, rules, policies, and guidelines.

14. Exercise professional judgment and discretion in the dissemination of oral and written communication in order to safeguard confidential information.

15. Understand and share intelligence about the appearance, potential hazards, packaging, and properties of various illicit drugs to assist first responders in recognizing and safely handling substances encountered at emergency scenes. This includes knowledge about common street names, synthetic compounds, and adulterants that may be present in illicit drugs.

16. Provide training and support to fire services, hazmat response, and EMS personnel on suspicious activity reporting, intelligence gathering, and best practices for incorporating intelligence into operational decision-making.

17. Maintain access, adaptability, and proficiency in all required tools, technologies, and resources; attend meetings and undergo training to remain current on job-related procedures.

18. Contribute to the development and modification of training curricula and/or content and materials and administer specialized training programs.

19. Facilitate stakeholder meetings to collect reporting requirements and intelligence needs.

20. Perform related duties as required.

Qualifications

1. Knowledge of both strategic and tactical intelligence products and how to create them.

2. Ability to use reasoned arguments to support assertions with data and analysis and to analyze information from disparate sources to produce a clear and concise intelligence product.

3. Ability to present information on a wide variety of topics through presentations, trainings and briefings, to audiences of various sizes, both in person and via telecommunications solutions.

4. Knowledge of the applicable laws, rules, policies and guidelines for information and records management within the intelligence domain.

5. Ability to exercise sound judgment and foster collaborative and cooperative relationships with colleagues, superiors and subordinates within the work environment. Ability to exercise professional judgment and discretion in the dissemination of oral and written communication in order to safeguard confidential information.

6. Ability to remain current on job-related procedures, adapt to new technologies, and maintain access and proficiency in required tools, technologies and resources.

7. Ability to understand, apply and explain the policies, procedures, specifications, standards, guidelines, laws, rules, and regulations governing assigned unit activities, to identify deficiencies and discrepancies in standard operating procedures and to recommend updates and changes to unit practices and procedures when needed.
