Job Description

The Massachusetts Department of Public Health (DPH) seeks an experienced Federal Grants Coordinator to assist in the completion of federal grant-related activities including applications, reports, site visits, and calls with project officers by organizing document completion processes; collecting, compiling, and editing narrative and work plan content; assisting in ensuring that program data associated with federal funding is submitted; planning site visits from federal funders; ensuring that BIDLS staff respond to requirements from project officers; and producing and maintaining the HRSA-mandated Clinical Quality Management Plan.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Establish procedures and policies in the area of grants management for consistency and efficiency of operation.
  • Coordinate assigned unit activities in order to ensure efficient operations and compliance with established standards.
  • Recommend changes relative to grant administration based on review of grantees' performance and compliance with established legal and grant program requirements.
  • Review federal grants requirements and policies and communicate changes, including HRSA Policy Clarification Notices, OMB Circulars, and other guidance as required by OHA (and other BIDLS divisions as applicable) federal funders.
  • Review application and progress reporting guidelines and develop timeline for writing and submission of federal funding applications and progress report submissions.
  • Consult and coordinate with OHA staff and other BIDLS divisions and offices, as appropriate, to produce narrative, data, and budgetary components of reports and grants.
  • Assist in production of narrative responses for all federal grant applications and reports. Edit and consolidate written documents to meet page limits while maintaining overall thematic integrity and to prepare federal grant reports and applications for final submission.
  • Communicate with supervisor and Department Director of Grants and Development to ensure timely and complete submission for funding and reporting requirements.
  • Assist the Office of Health Care Planning (OHCP) in ensuring timely and accurate data to meet reporting requirements associated with federal grants.
  • Coordinate with fiscal staff to document federal expenditures for monitoring and evaluation of federally-funded grant activities.
  • Assist in clinical quality management activities associated with HRSA Part B funded program services, including development of the HRSA Part B Clinical Quality Management Plan; convening the OHA's CQM Committee, preparing meeting summaries, and completing reports to HRSA on the status of CQM initiatives.

  • Knowledge of the methods used in the preparation of charts, graphs and tables.
  • Awareness of the methods of general report writing
  • Means to gather information by examining records and documents and by questioning individuals.
  • Potential to assemble items of information in accordance with established procedures.
  • Talent to determine proper format and procedure for assembling items of information.
  • Ability to write concisely, to express thoughts clearly and to develop ideas in a logical sequence.

Preferred Qualifications:

  • Knowledge of the resources, principles, and practices of public health systems in the Commonwealth of Massachusetts.
  • Familiarity of the range of services needed and accessed by people living with and at risk for HIV/AIDS, Hepatitis C and STIs.
  • Ability to understand, explain and apply the laws, rules, regulations, policies and procedures governing services administered by the Office of HIV/AIDS.
  • Ability to oversee time effectively.
  • Able to maintain accurate records.
  • Capacity to follow written and oral instructions.
  • Means to give written and oral instructions in a precise, understandable manner.
  • Ability to develop rapport with others and deal tactfully with others.
  • Able to exercise sound judgement.

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):

The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).

Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment. The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease.

The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

Qualifications

Minimum Entrance Requirements:

Applicants must have at least (A); four years of full-time, or equivalent part-time, professional, supervisory, managerial or administrative experience in public administration, business administration or business management, and (B) of which at least two years must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.

II. A Bachelor's or higher degree with a major in business administration, or business management, may be substituted for a maximum of two years of the required experience.


*Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Note: No substitutions will be permitted for the required (B) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
