About the Role:

The EDIP Director is responsible for administering the Economic Development Incentive Program (EDIP), a tax incentive program designed to foster full-time job creation and stimulate business growth throughout the Commonwealth, as well as the Vacant Storefront Program. The position has responsibility for ensuring the EDIP tax credits are used to spur economic growth and are administered properly. This key position coordinates all aspects of the program from the business interactions, applications, approval through reporting. This position helps to ensure the way in which the program it administers helps to achieve the goals of the Executive Office of Economic Development. Additionally, the position is responsible for the key relationships and maintenance of the Economic Assistance Coordinating Council (EACC), the approval body for all EDIP awards. The EDIP Director is responsible for interaction with EACC Board Members, companies, municipalities, MOBD Regional Directors, EOED personnel, and Department of Revenue. This position is vital to support job growth across the Commonwealth.

Duties and Responsibilites: (these duties are a general summary and not all inclusive):

  • Oversee EDIP Program, Application, and Approval Process: Oversee all elements of the EDIP Program application including the development and updating of program guidance documents, interactions with business applicants, application development and submission process, and execution of the review team meetings, selection and final approval at the Economic Assistance Coordinating Council meetings.
  • Oversee the Documentation and Reporting of the Program: Prepare EDIP Annual Reports. Oversee the reporting of businesses that have received the tax credit. Send updated tax credits information to DOR after EACC meetings. Be the main contact person for DOR in fulfilling "open checkbook" documentation, any questions regarding specific projects. Oversee EDIP hearings and discussions of resulting consequences and contract amendments. Ensure the maintenance of historical documentation on projects.
  • Represent and Communicate the Goals of the EDIP Program: Help respond to media inquiries/requests and ensure a coordinated response. Develop presentations about the program for MOBD personnel training, policy presentation, secretary briefings. Additionally, give presentations and seminars to outside groups, i.e. municipalities, other Commonwealth personnel, new EACC Board members, and businesses. Available to assist Regional Directors with interactions with companies and municipalities.
  • Other Tasks as Required: Any MOBD agency issues, inquiries, and assignments, as provided by Director of Strategy & Business Development or the Economic Foundations Team at the Executive Office of Economic Development.

Preferred Knowledge, Skills, and Experience:

  • Excellent verbal and writing skills.
  • Excellent computer skills in Word, Excel and Powerpoint.
  • Proficient at public speaking.
  • Ability to interact with business professionals at all levels.
  • Excellent project management skills.
  • Excellent communication, interpersonal, and team skills.
  • Ability to cultivate and maintain strong working knowledge of all partner organizations within the state's economic development organizations and the resources and services which they provide.
  • Understanding of performance management and be able to report on various metrics around job creation, job retention, and private investment dollars.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
