Job Description

The Commonwealth Employment Relations Board (CERB) is an appellate body within the Department of Labor Relations (DLR). The CERB consists of three members appointed by the Governor. One member is designated by the Governor as the full-time Chair. The remaining two Board Members serve on a per diem basis. Each CERB appointment is for a five-year term; provided, however, that a term of appointment will be shortened, if necessary, to ensure that the members' terms are staggered such that a term expires every two years.

The CERB acts as an appellate body to hear challenges to hearing officer decisions, probable cause determinations, and representation case decisions. Under certain circumstances, the CERB may hear cases in the first instance. The CERB is also responsible for conducting strike investigations.

The appointment or reappointment of CERB Chair will be made by the governor from names submitted by the DLR advisory council. The DLR advisory council will review all applications for nomination and consider the following factors: (1) basis understanding of the Commonwealth's public sector labor relations law; (2) decision-making skills; (3) a law degree; and (4) demonstrated familiarity with legal processes. The advisory council will rank each candidate as qualified, unqualified, or highly qualified. The Governor may select a candidate recommended by the advisory council; provided, however, that the Governor may decline to appoint any of the proffered candidates, in which case the council will reopen the application process and submit new candidates for the Governor's consideration.

All responses must include a recent writing sample.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
