The Boeing Company is seeking a Senior Program Management Specialist who will support the Starliner Program Integration Office to facilitate current and new business growth within the program.This position is located at the Kennedy Space Center, FL.

This position will be responsible for managing and growing one or more of the new and existing program opportunities that are crucial to executing the current baseline and implementing future upgrades to the Starliner.

The Senior Program Management Specialist position will be responsible for the full lifecycle of the project(s), including engineering development from concepts of operations through requirements, design, build, integration, test, certification, and deployment of the Starliner products.

This role requires strong system engineering acumen, analytical, problem-solving, program management skills, and "leadership through influence" skills in a fast-paced team environment.

Position Responsibilities:
  • Lead development of program architecture and provide input for top level planning of the program
  • Develop and implement project level planning and content summaries for management and customer review
  • Perform independent reviews of project and program level performance and metrics
  • Develop and maintain relationships and partnerships with project stakeholders, peers, and partners
  • Provide oversight and approval of technical approaches, products and processes, as well as cost and schedule performance
  • Support the management of product lines in accordance with Boeing Values and Program Management Best Practices
  • Implement efficiencies to resolve program issues and meet program cost targets while driving first time quality
  • Provide mentorship and guidance in project planning, metrics, and implementation for a maturing project team

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

The position must meet Export Control compliance requirements, therefore a "US Person" as defined by 22 C.F.R. § 120.15 is required. "US Person" includes US Citizen, lawful permanent resident, refugee, or asylee.

This position requires the ability to obtain access to a National Aeronautics and Space Administration (NASA) facility.

Basic Qualifications (Required Skills and Experience):
  • Bachelor's degree in a technical, engineering, or STEM field w/ 15+ years' experience
  • 10+ years of leading or managing multi-disciplinary engineering projects or teams
  • 10+ years of experience managing complex systems new product development or production
  • 10+ years of experience with government customers
  • 10+ years of experience performing Earned Value Management

Preferred Qualifications (Desired Skills and Experience):
  • Understanding of Starliner program
  • Experience working with NASA customers
  • Experience with autonomous systems
  • Project Management Professional (PMP) Certification
  • Experience with Model Based Systems Engineering (MBSE)
  • Outstanding written and verbal communication skills, as well as excellent interpersonal and team skills
  • Ability to operate with a strategic mindset and tactical execution
  • Experience with schedule and budget management, integration of all logistics elements, customer communication, as well as understanding of execution of program planning to ensure cost, schedule and technical baseline requirements are met

Typical Education & Experience:

Technical bachelor's degree and typically 20 or more years' related work experience or a Master's degree with typically 18 or more years' or a PhD degree with typically 15 or more years' related work experience or an equivalent combination of education and experience.

Travel:

Some travel may be required to support project responsibilities.
