AES Clean Energy is seeking a Project Manager, with dual function as a land use planner and geospatial analyst, to join our WECC region's land use entitlement and environmental resources permitting team. As a subject-matter expert, you will provide strategic/technical support in renewable energy development projects-related siting, permitting, and social licensing within the western U.S. This position will work collaboratively with our in-house interdisciplinary teams for integrated project delivery of multiple workstreams to meet the project objectives and enable project success.

This position is remote, working from home, with periodic travel of about 15% to project sites in western U.S. or to AES regional offices located in Louisville, CO or Salt Lake City, UT. Prefer candidates located in Pacific, Mountain, or Central time zone. The position reports to the WECC region permitting manager.

WHAT YOU'LL DO:

Land Use Planning and Entitlement−

  • Support local land use zoning and entitlement-related process and technical aspects, with emphasis on county and city-level planning & zoning regulations, community & regional plans (comprehensive & future land use plans), zoning changes or modifications (rezoning, zoning variance, & zoning text/map amendment), and land development regulations/approvals (conditional use & special use permits). Communicate and coordinate with local AHJ personnel and applicable regulatory agencies.
  • Complete regulatory setting reviews to evaluate project permitting constraints and feasibility for utility-scale solar energy development. Identify project-based land use, environmental, and construction permitting requirements and the regulator pathway roadmap.
  • Collaborate with site prospecting, development, and design teams to identify land use and environmental resources-related opportunities & constraints, including issues & risks, to ensure project feasibility.
  • Complete process and political/community risk assessments related to local land use entitlements that potentially impact project schedule and cost.
  • Perform project management functions through planning, execution, monitoring & controlling of scope of work, schedule, and budget; and implementing risk management and quality assurance methods when engaging professional/consulting service firms.

Geospatial Analysis and Data Visualization−

  • Assemble and manage geospatial data to perform risk/impact assessment for utility-scale solar energy project development & permitting.
  • Perform desktop land use/environmental resources analysis, using geospatial location intelligence data stacks and other existing information resources, for due diligence reviews.
  • Complete preliminary/detailed site constrains mapping, using site-specific environmental resources characterizations & surveys, to review project-based land allocations & buildable areas for site planning, design or layout.
  • Develop thematic maps and data visualizations for land use/environmental resources permit applications, regulatory agency & community outreach meetings, and public hearings or testimonies.

WHAT YOU'LL BRING:

  • Bachelor's degree in Community & Regional Planning, Land Use & Environmental Planning, Environmental Social Science, Geography & Environmental Studies, Geospatial Science & Technology, or a related field. Master's degree in planning is preferred and AICP certification is a plus for a planning practitioner.
  • Experienced professional (minimum 7 years of relevant work experience) with knowledge & experience in land use entitlements, environmental resources permitting, and project management. Past experience in land use entitlements with local jurisdictions (counties & cities) for land or real estate development projects in western U.S. is preferred.
  • Knowledge and expertise in geospatial database management, spatial analysis, mapping and data visualization (incl. infographics). Proficiency in ArcGIS, QGIS, Google Earth, AutoCAD, or other spatial systems for use in land use analysis, site constraints mapping, and environmental impact assessment. Data interoperability & integration skills, with experience in methods used to interchange Google Earth and CAD data with GIS data.
  • Feel comfortable and fit well in a high-performance culture. Self-motivated with ability to work in a collaborative team environment and work independently with minimum supervision. Strong communication (written & verbal, including public speaking), influencing & persuading, critical thinking & problem solving, adaptive decision making & strategic thinking, conflict management, and planning & organizing (incl. time management) skills.
