Job Description:

The Procurement Leader drives the strategic agenda within the Procurement function, covering Category Management, Business Governance, Sourcing Excellence, Procurement Operations, Contract Management, Workforce Management Programs, and ESG initiatives. This role also focuses on improving operational, process, financial, and stakeholder aspects across the ecosystem, and ensures TD's procurement strategies are effectively implemented, driving operational excellence and supporting the bank's broader goals.

Key Responsibilities:
Contract Management & Central Buying:
• Lead a team to negotiate and manage agreements with vendors, ensuring compliance and performance.
• Oversee third-party performance, including delivery, contract compliance, and recovery activities.

Operational Procurement:
• Manage procurement processes like Purchase Order creation and receiving.
• Develop a category management framework to optimize third-party spend and align with business goals.
• Oversee the Sourcing Centre of Excellence, setting guidelines and best practices.

Technology Strategy & Support:
• Define and implement IT strategies for procurement needs.
• Manage technical issues and solutions, including tools like Ariba.
• Drive continuous improvement in procurement processes and automation.

Data Management:
• Ensure data management policies are implemented and followed.
• Lead data analytics, governance, and reporting.
• Oversee Procurement M&A activities and manage External Workforce Programs.

Third Party Risk Management:
• Handle risk assessment and due diligence for third-party management.
• Manage strategic third parties and provide guidance on TPM strategies.
• Lead ESG initiatives to align with the bank's framework and promote diversity.

Shared Accountabilities:
• Partner with the VP of Procurement to drive consistent strategies and savings.
• Follow TD's procurement and risk management policies.
• Support the TD Ready Commitment through responsible sourcing and supplier diversity.

Job Requirements:
• Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field.
• 10+ years of progressive experience in procurement, accounts payable, or related financial operations, including at least 5 years in a leadership role.
• Solid grasp of negotiation strategies and the ability to apply them effectively.
• Proven effectiveness in leading procurement strategies, optimizing operations, and implementing compliance frameworks, achieving measurable outcomes in cost savings, efficiency, and risk mitigation.
• Track record of driving process improvements and delivering results through data-driven decision-making.
• Ability to navigate a matrix and complex environment, managing diverse stakeholders, interdisciplinary collaborations, and dynamic priorities with adaptability, strategic coordination, and effective communication.
