Job Description:

The Head of US HR Governance and Operational Effectiveness Lead is responsible for governance and control, driving operational rigor, and workforce planning, across the HR function. Core accountabilities of the role include acting as the intermediary across the US HR function to identify and address operational gaps, control weaknesses, or process inefficiencies across all HR domains and drives simplification where needed. This includes providing strategic leadership in ensuring that the organizations policies, processes, and systems are clearly defined, effectively implemented, and comply with regulatory requirements, internal standards, and risk mitigation practices.

Depth & Scope:

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
  • Oversees HR for HR remediation activities and transformation initiatives aimed at standardizing and automating end-to-end US HR processes to improve consistency, scalability, and long-term effectiveness
  • Accountable for leading the development and execution of HR's business assurance framework, with direct responsibility for first line (1A) to oversee and strengthen controls related to HR
  • Leads overall US HR business operations review, develops target operating model in alignment with enterprise functions adapted for US specific needs
  • Acts as a connector across teams to identify and address operational gaps, control weaknesses, or process inefficiencies across HR domains and drives simplification where needed
  • Establishes KPIs and metrics to track compliance, risk, and assurance
  • Accountable for HR for HR Owned Remediation activities oversee HR's response to risk related events, Internal audit findings, and monitor requests
  • Designs and leads the business assurance strategy and framework for US HR
  • Owns 1A control execution within HR, ensuring alignment with enterprise risk and regulatory standards
  • Ensures controls are clearly documented, monitored, and maintained inclusive of self-id, issues management, in line quality control
  • Conducts risk assessments, to identify areas for improvement, mitigate risks, and ensure operational efficiency
  • Collaborates with 1B and 3rd Line functions to ensure alignment, while maintaining executional accountability within HR
  • Leads Initiatives to simplify workflows, improve accountability, and reduce operational friction
  • Leads efforts to standardize and automate HR processes end-to-end
  • Provides strategic project leadership across priority areas, ensuring alignment to risk, compliance, and business objectives
  • Leads fostering innovation and change ready culture within HR
  • Supports headcount planning, capacity modeling, and cost alignment exercises
  • Delivers strategic insights and planning tools to help HR and business leaders make informed decisions about structure and resourcing

Education & Experience:

  • 4 Year degree required
  • 15+ years related experience
  • Understanding of US regulatory environment and TDBG expectations
  • Strong management, organizational, strategic thinking, and evaluative process skills
  • Strong people skills and the ability to work in and be part of an action oriented, team environment.
  • Thoughtful, execution mindset with willingness to offer opinions and judgments.
  • Ability to manage multiple complex priorities and competing agendas without formal authority over delivery teams.
  • Excellent communication, strategic planning, organizational and interpersonal skills, at all levels in the organization
  • Results/outcome-oriented; committed to delivering results.
