Position Details and Responsibilities

SkyePoint Decisions, Inc. is seeking a highly motivated team member to fill the role of Technical Lead (Key Personnel) to join our team supporting the Department of Education’s (DoED) Federal Student Aid (FSA) Cybersecurity and Privacy Support Services (CPSS) in Washington, DC. The Technical Lead will assist the FSA’s enterprise cybersecurity security risk management group with the development, implementation, and maintenance of Governance, Risk and Compliance (GRC) practices. The Technical Lead is responsible for planning and directing the execution of Call Order requirements and will also act as the technical advisor to the Program Manager and functional leads and will be critical in helping implement technical capabilities and solve technical challenges.

 

This is a remote position with the requirement to travel to the Washington, D.C. Metro/Virgina area for leadership meetings as needed and is only open to current members of the DoED FSA contract.

 

 

Responsibilities:

  • Develop and implement security strategies for cloud environments, including Amazon AWS, Google Cloud Platform, and Microsoft Azure.
  • Draft and maintain a framework of technical standards and procedures to ensure quality across all deliverables.
  • Act as the Subject Matter Expert, providing guidance on technical issues to the team and serving as the primary technical point of contact for FSA CPSS CO1 Contract Task Areas and government POCs.
  • Coordinate task assignments and set project goals on daily, weekly, and monthly bases to ensure timely completion of objectives.
  • Facilitate and lead meetings to advance project progress and address technical challenges, including weekly and monthly status meetings with the Program Manager and government points of contact.
  • Identify risks and develop mitigation plans, incorporating findings into weekly reports and strategic discussions.
  • Review and approve major project deliverables such as Security Assessment Reports and Pen Test ROEs, ensuring alignment with technical standards.
  • Provide leadership and innovation in adopting new technologies and replacing proprietary software.
  • Develop and deliver training and briefings to FSA Leadership and ISSO monthly meetings as requested.
  • Coordinate with Pillar and Support leads to monitor project metrics and ensure compliance with semi-annual reporting requirements.

Qualifications

Required Qualifications:

  • Current member of the DoED FSA contract.
  • Must be a U.S. Citizen.
  • Must be able to obtain a DoED Level 6 High Risk/Public Trust Security Clearance.
  • At least ten (10) years of experience in systems/infrastructure administration on a variety of technologies (e.g., databases, networks, storage, servers, directories, etc.).
  • Experience with IRS Safeguards 1075 assessments.
  • At least two (2) years of web application penetration testing experience.
  • Experience with or training in at least two (2) scripting languages (e.g., Python, Bash, JavaScript, PowerShell).
  • Certifications within web penetration testing.
  • At least five (5) years of experience in network intrusion analysis and/or warning intelligence support (planning, execution, and assessment of threats).
  • Specialized training in reverse engineering.
  • Experience and specialized training in DoD’s ACAS and HBSS systems, to include Information Security Continuous Monitoring (ISCM) and Insider Threat (InT).
  • Experience supporting cybersecurity service provider certification efforts and/or subscriber validation efforts.
  • Experience with an ISCM tool and leading ISCM tactics, tools, and procedures.
  • Specialized Insider Threat training.
  • Knowledge of and experience with applications, operation systems, etc. in accordance with DoD Directive 8140.01 Cyberspace Workforce Management.
  • At least five (5) years of experience in network intrusion analysis and packet analysis.
  • At least two (2) years of Python programming experience.
  • Experience monitoring networks in real time using automated tools (e.g., Splunk, ELK stack, Snort, or other custom tools).
  • Specialized training in forensic investigation.
  • Knowledge of DoD cybersecurity requirements to include Security Technical Implementation Guides (STIGs), IAVM patching guidelines, etc.
  • Knowledge of Command Cyber Readiness Inspections (CCRIs) or similar inspection requirements, preferably in a DoD environment.
  • Experience operating in classified environments.
  • At least two (2) years of experience in leading/managing a technical team.
