Raytheon's Global Patriot Programs is seeking an Associate Director, Program Management to lead Bahrain's OCONUS team and provide logistics support to the Bahrain Defense Force (BDF). The Bahrain In-Country Lead will be the main point of contact for the BDF commanders and maintenance officers for any issues or requests relating to Patriot operations or maintenance in Bahrain, current contract performance, Raytheon personnel, or new business. Additionally, the In-country lead will have principal authority for support and maintenance of the Patriot System, provide supervision and mentoring to all Raytheon Field Engineering personnel, champion Raytheon's standards of conduct, and promote a culture of inclusion and collaboration within the Bahrain team.

The In-Country Lead will also be the Logistics Support Manager to the BDF. In this capacity, the In-Country Lead will be responsible for ensuring all manuals, spares, test equipment and manpower are in place to support on-going FU & BN operations. Spares support includes resolving spare parts supply and restock issues. The In-Country Lead will also advise the BDF commanders and officers on spares, maintenance, and other logistical matters. In addition to providing On the Job Training (OJT) to BDF technicians for support aspects of the PATRIOT system that occur during operation. The In-country Lead will work with the CONUS supply chain to purchase tools, test equipment, and consumables that are needed to support the BDF and support BDF spares tracking, management and warehousing.

This position is located in Manama, Bahrain.

Responsibilities to Anticipate:

Lead, guide, and mentor project staff to develop and enhance business, financial management, and project management skills and to entrench and improve inter and intra team collaboration to maintain and grow the capability and capacity of the team

Facilitate continuous improvement, by the design, development, and implementation of projects to create efficiencies within the company.

Support an environment that promotes sharing of best practice, information, and collaborative behaviors

Act in accordance with the company's Code of Conduct relating to professional organization behavior, maintaining confidentiality and health and safety.

International and domestic business travel is necessary to perform this role.

Develop effective relationships with the US Office of Military Cooperation (OMC) in Bahrain and the Bahrain Defence Force (BDF)

Manage the day-to-day program processes and program management compliance measures including Export / Import (EX/IM)

Interact with senior stakeholders on program status and direction

Required Skills:

Bachelor's in program management, business management, contracts, supply chain, or related field and a minimum of twelve years of prior relevant experience or an Advance Degree in a related field and a minimum of 10 years of experience

Minimum of five years of Logistics Air Defense experience in successfully deployed PATRIOT FU and BNs.

Expertise in supply support procedures in accordance with company policy in a remote location. Ability to support audits, logbook reviews, and maintenance test equipment

Provides technical guidance to personnel of supported units/activities in order to assist, establish, and maintain adequate stockage levels for mission accomplishment.

Supports periodic inventories of stockage supply items, advises BDF on actions for disposition of excesses, and makes recommendations to the BDF for changes to the authorized stockage list (ASL)

Must possess basic computer skills and have management/supply/maintenance experience. Knowledge of working well with others in a team member/customer environment.

Must be able to lift 50 lbs. and work in an extreme environment.

An Active Secret clearance is required

Desired Skills:

Experience leading an OCONUS team in the MENA region

Experience working directly with both US government organizations and the BDF

Experience developing strategies for and/or executing program sustainment efforts (Technical Assistance, Spares, R&R, Training, Logistics)

Experience in Patriot Configuration III supply chain, maintenance procedures, and terminology

Self-starter with a collaborative can-do attitude and ability to be an effective international leader

Computer skills in ALCS, UNIX and Windows operating systems. Enhanced knowledge and experience with military logistics and supply chain systems.

Previous experience in International Patriot FMS Programs and living and working in an overseas location.

Required Education:

BS in a technical field of study or program management, business management, contracts, supply chain related experience equivalent of 12 years.

Requires deep management and leadership knowledge to lead cross-department project teams or manage across multiple related departments.

Typically requires: A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years experience

Additional Information:

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
