Vice President of Administration

The PTFS Vice President of Administration (VPA) will be the Corporate Accountant who is also responsible for daily management of the administrative departments (Accounting, Human Resources, Contracts Management, Office Administration, and IT Support) that provide support to the Business Development Office and the Operations Divisions within PTFS. The VPA will report directly to the CEO, will have a seat on the Corporate Management Team, will provide input for strategic planning, will set goals, and monitor performance of the administrative departments, and will collaborate on corporate policy creation and implementation. The successful candidate will have experience in financial accounting, individual and team supervision, federal government procurement and contract management, and commercial procurement and contract management. Previous experience supporting a rapid growth software and or COTS product small business will be preferable.

Specific Duties and Responsibilities:

  • Manage all aspects of the accounting department.
  • You will mentor staff, provide hands-on leadership to the accounting team, and clarify accountability and expectations.
  • You will generate the monthly and annual close processes, ensuring that they are completed in a timely manner, and prepare and analyze monthly, quarterly, and annual financial reports.
  • Have experience operating and managing a bi-weekly payroll process.
  • You will ensure compliance with all relevant financial regulations and reporting requirements for Federal, State and Local entities.
  • You will oversee and lead annual budgeting, forecasting and strategic processes, administering and reviewing all financial plans and budgets. You will also monitor progress and changes to keep senior leadership up to date on the organization's financial status to help expand the growth of the Company and provide key insights that will drive success.
  • You will also play a key role in the successful completion of annual audits and tax returns.
  • Manage all aspects of the Contracts Department
  • You will mentor staff and provide hands-on leadership to the contracts administrator.
  • Will have primary responsibility for full contract life-cycle management including pre-contract discussions, contract negotiations, contract administration and compliance, contract risk, and contract closeout and audit.
  • Act as the liaison between the company and customers/vendors on contract-related issues and will ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Contract types will include Prime Awards, Federal Supply Schedules, GWACS, IDIQs NDA's, Teaming Agreements., Subcontracts, Services Agreements, License Agreements, Joint Venture Agreements, etc.
  • Participates in contract problem resolution working with the PM to ensure cost, schedule and performance requirements are met.
  • Participate in the proposal process deciphering potential contract terms, concerns, and risks in response to Federal, State and Local Government solicitations as well as commercial acquisitions.
  • Will have cost proposal responsibility on some proposal efforts.
  • Oversee the administration and maintenance of contracts activities to include but not limited Federal Supply Schedules, GWACs and IDIQ contracts. This includes preparation of renewals and/or updates of price lists.

Experience and Qualifications:

  • Ten years of progressive accounting/finance experience, preferably in a SaaS company, management of accounting staff management and equivalent relevant work experience ideally as a Director of Finance, Controller or VP of Finance.
  • Five or more years of demonstrable experience in administrating and managing T&M, FFP, CPFF, FPP/LOE and/or IDIQ task order type contracts with Federal, State and Local Governments as well as commercial entities.
  • Experience with using and optimizing Deltek CostPoint preferably recent versions ADP Workforcenow, and advance level expertise in MS Word Suite specifically Excel.
  • Proven hands-on capability with management reporting, closings, forecasts, financial statements audits and tax return and creation of accounting policies, procedures and internal controls.
  • Experience supervising and mentoring accounting and contracts department staff.
  • Demonstrate the ability to collaborate in strategic planning activities and be a primary driver of corporate expansion.
  • Possess significant attention to detail with a commitment to timeliness and accuracy.
  • Strong verbal, written, and interpersonal skills; able to interact and communicate with all stakeholders.
  • Must be able to adapt to a growth-oriented and fast-paced culture and be able to work well in a team environment.
  • Understand and implement standard processes for project management, quality management, and risk management.
  • Must have working knowledge of FAR and DFAR clauses and experience managing Federal Supply Schedules, GWACs and IDIQ vehicles.

Education:

  • BS in Accounting, Finance or Business is required for this position.
  • A Certified Public Accountant (CPA) or Certified Management Accountant (CMA) certification is preferred but not required.
