Position Summary

The Program Associate is an integral part of the Merit Review Unit, reporting to the Senior Program Manager, Merit Review. The Program Associate is responsible for performing a variety of mission-critical activities that support Merit Review staff in organizing and facilitating comprehensive scientific and technical review of applications submitted for PCORI funding. The Program Associate works both independently and collaboratively to offer operational, logistical, and analytical support to concurrent Broad, Targeted, D&I, PCS, new PLACER, and planned Science of Engagement review panels. This will require managing multiple complex tasks with competing deadlines and priorities.

Duties and Responsibilities
• Serve as Panel Manager for hybrid (virtual and in-person) Merit Review meetings

    • Serve as primary logistics lead for team coordination of seven (7) meeting staff that includes: Merit Review Officer, Back-up Merit Review Officer, Panel Manager, Panel Manager Support Person, plus AV, transcriptionist contractor, and DIGITAL technical support.

      • Manage the Conflict of Interest (COI) process during the meeting (a key responsibility of Review Meeting integrity)
      • Coordination on video platform and coordinating and running the separate MS TEAMS chat.
      • Monitor Reviewer scores
      • Train external Reviewers and instruct them during meetings on scoring and video logistics
      • Conduct video testing prior to the meeting and troubleshoot with AV and DIGITAL technical staff throughout the meeting

    • Train and mentor the Panel Management Support Person as assigned per panel. Includes shadow 1:1 training over several months, ahead of the hybrid Review meeting
    • Organize and coordinate other support (AV, Meetings & Travel, and DIGITAL) activities required for panel meetings
    • Arrange and lead the pre-panel "Ducks-in-a-Row" meeting which is the coordination of all panel meeting components for one review cycle

• Support the Sr. Program Manager, MR with overall MR infrastructure including onboarding of staff, policy and practice
• Support Merit Review Officers with key activities including Merit Reviewer recruitment, application responsiveness screening, active monitoring of written critiques, preparation of panel meeting materials, etc. Provide surge support as needed in these areas as well as other daily Merit Review activities for overall team administration
• Prepare routine Merit Review deliverables for internal and external dissemination to key stakeholders, including QA/QC of documents and materials for formatting and accuracy
• Prepare Merit Review data and documents, including written reports, tables, and presentations for dissemination to Senior Leadership, Board workgroups, and committees. Input information into the PCORI online system (Salesforce) and gather data for reporting purposes
• Prioritize, monitor, and coordinate administrative and operational activities within Merit Review
• Develop and maintain effective work processes and procedures for Merit Review
• Serve as a Merit Review liaison across PCORI departments, divisions, and units
• Manage the organization of the Merit Review SharePoint page and Merit Review resources
• Execute special projects and other duties as assigned

Required Experience
• Bachelor's degree with at least two (2) years of experience as a Program Assistant or other relevant experience. Applicants with relevant experience working in health research, at a funding organization/agency, or project management preferred.
• Experience and/or interest in public health preferred.
• Demonstrated autonomy and self-direction in project-managing detail-oriented tasks
• Attention to detail is of paramount importance to successful job performance. Must be able to demonstrate aptitude and excitement for working in a highly detail-oriented position.
• Excellent organizational and administrative skills and the ability to manage and work on multiple tasks under tight deadlines
• Flexibility and skill in working as a team member and comfort working in an environment with dynamic priorities
• Excellent interpersonal skills. Collegial, energetic and able to develop productive relationships with colleagues, external Reviewers, consultants and others
• Confident and comfortable addressing groups in both formal and informal settings and leading meetings
• Excellent written and verbal communication skills for internal and external purposes
• Sound judgment, integrity, and the ability to listen actively
• Ability to prepare PowerPoint graphics, charts, and tabular data presentations
• Proficiency in the use of technology, including knowledge of Microsoft Office Suite and internet literacy, and willingness to learn new computer skills as necessary. Experience with Salesforce is a plus.
