Understand the military support aspect of Military Intelligence Program resourcing. Apply military support concept to the direct oversight of defense intelligence projects. Apply Military Intelligence Program planning, programming and budgeting techniques to the oversight of defense intelligence projects. Oversee and understand the execution of a defense intelligence Spend Plan that executes Military Intelligence Program funding. Oversee and understand the execution of a defense intelligence program built in collaboration with the National Intelligence Program. Oversee and understand the execution of Joint Hard Target program "unfunded drill" during midyear program review. Execute a midyear obligations and expenditures review collaborating across the intelligence community for defense intelligence projects. Learn and apply Department of Defense Planning, Programming and Budgeting Execution techniques and oversight to defense intelligence programs. Understand the programmatic and associated functional differences between the Military Intelligence Program and the National Intelligence Program. In conjunction with ODNI, conduct defense intelligence governance to ensure transparency with stakeholders. Understand the role of Congress in intelligence resourcing and how oversight leads to the efficient execution of resources for the Department.
Basic Qualifications:

Active TS/SCI clearance and be willing to undergo a CI poly
US Citizenship is required
12 years' experience leading DoD intelligence efforts in support of military requirements
Experience supporting senior staff officers
Experience working the Department of Defense PPBS (Planning, Programming, and Budgeting process)
Previous military headquarters staff experience
Preferred Qualifications:

Experience working with multi-organizational teams
Supported Joint Hard Targets Strategies in any role
Managed a Military Intelligence Program (MIP) budget
Experience providing analytic support to planning, execution and assessment of intelligence operations
Experience with Special Access Program processes and procedures
Experience briefing senior US government officials
Familiarity with DoD and Service intelligence policy and processes and the Joint Operations Planning Process
Working knowledge of Service, Department and Intel Community capabilities
Team builder, collaborator, effective communicator, capacity to manage senior level engagements
Ability to negotiate and integrate different viewpoints
Able to provide direction to determine priorities to achieve goals
Able to prepare and analyze data and figures
Salary Range: $155,500.00 - $233,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
