You will be responsible for co-leading a team that supports our US Air Force Research Laboratory (AFRL) customers with the business and technical execution of the Defense Production Act (DPA) Title III Program. The DPA Title III Program provides broad statutory authority to ensure the timely availability of essential domestic industrial resources to support national defense and homeland security requirements through the use of highly tailored economic incentives. The program is executed through the careful selection and implementation of projects designed to mitigate critical shortfalls in primarily the domestic defense industry.
Northrop Grumman's Sustainment and Industrial Base Solutions (SIBS) Department is seeking a Program Manager 1 to work at its offices located in Beavercreek, OH. (Remote/hybrid work arrangements will not be considered.) Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs. This position entails traditional supervisory, line management duties.
Roles and Responsibilities:
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs
Participates in the negotiation of contract and contract changes
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
Develops new business or expands the product line offering with the customer
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications
Manages subcontractor actions and performance, as required
Develops and manages performance metrics on assigned programs to drive continuous improvement
Develops and delivers presentations to customers, management, and other program stakeholders
Performs Tracking Risk, Issue and Opportunity (TRIO) evaluation and management
Additional Duties Include:
Execute individual Title III projects, as requested by SIBS' leadership team
Establish and maintain an excellent rapport with AFRL project managers, engineers, scientists, subject matter experts, and industry contractor partners for all assigned DPA Title III projects
Support the AFRL customer with all aspects of project development including requirements definition, metrics development, proposal evaluation, and full lifecycle DoD project execution
Responsible for the cost, schedule and technical performance of assigned DPA Title III programs, activities and projects
Actively monitor contractor performance and recommend corrective action as needed
Work with technical personnel and possess the ability to become conversant with diverse manufacturing and technology concepts and terminology

Work with limited direction on complex assignments and typically be responsible for independently defining approaches to tasks
Basic Qualifications:
Must have a Master of Business Administration (MBA) / Advanced Business Degree with a minimum of 3 years of relevant Project Management or Business Analyst work experience
Ability to travel, as required. Up to 10% travel is anticipated
Must be a US Citizen and able to obtain/maintain a US Government issued Secret clearance. Ability to obtain/maintain access to work at the NG Beavercreek, OH location. Ability to obtain/maintain military base access
Preferred Qualifications:
Prior DPA Title III Program execution experience
Engineering, Technical, or Business undergraduate degree
3-5 or more years of work experience in either manufacturing industry or with the DoD procurement community
Familiarity and experience with DoD acquisition processes and Science & Technology planning processes
Demonstrated success leading teams/and or organizations to achieve a common goal
Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
* The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance
Salary Range: $118,100.00 - $177,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
