As a Proposal Analyst - Level 3 (Principal), located in Redondo Beach, CA you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one.
The Principal Proposal Analyst will be responsible for developing, planning, and scheduling proposals as well as compiling cost, schedule and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. The incumbent selected must possess good oral and written communication skills, work autonomously, be self-motivated and function well in a team environment. The ability to multitask within a dynamic environment is a critical component to success in the role.
This role is 100% on-site (no telework option) and requires a Top Secret (TS) Department of Defense (DoD) Clearance or Special Compartmented Information Access (SCI) upon application.
In this job, you will:
Lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
Reviews and analysis of DRFP/ RFP/Change Orders to determine/develop the costing requirements and goals
Organizes and estimates initial ROM, BPEs, or cost targets for medium/large efforts
Foresees and identifies potential problems (understands impacts to other areas)
Reviews Task Description/Basis of Estimate for compliance and adherence to the program or capture plan (analogous, parametric, CERs and engineering estimates)
Generates and maintains proposal data files in ProPricer and Proposal Integration Folders
Develops compliant estimates and cost volumes according to company and Government policies and procedures
Proficient with automated systems and other tools
Populates existing models with updated information and/or creates report ready spreadsheet tables/graphs
Supports Color team reviews and performs estimate crosschecks and the collection and preparation of cost issues, opportunities and risks for briefings
Supports customer fact finding, updates, and corrective actions
Participates as a member of the contract negotiations team
Performs Certifications Sweeps and process for certifying proposals
Supports Customer/Government Audit on a periodic basis
Investigates issues, analyzes possible alternatives, and resolves the root cause of problems and follows through on actions
Actively pursues problem solving opportunities and suggests/implements work-around solutions to improve proposal process
Aids co-workers and recognizes when work can be shared to better meet deadlines/goals

Basic Qualifications:
Bachelor's degree and 5 years of experience in one or more of the following: Price/Cost Analysis, Project Management, Proposals, Accounting, Finance, or Procurement OR 3 years of stated experience with a Master's degree
Strong analytical, presentation, and leadership skills
Proficiency in Microsoft Excel (pivot tables, Vlookups, nested formulas, macros), PowerPoint, and Word
Must have current DoD TS and/or SCI clearance upon application
Preferred Qualifications:
Knowledge of FAR/DFARS and other Government Regulations
Excellent problem solving and organizational skills
Previous experience with SAP
Advanced Excel skills (write complex formulas, produce live models, code VBA, etc)
Proficiency in ProPricer
Previous experience with a cleared customer

Salary Range: $91,200.00 - $136,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
