The Proposal Analyst will develop, plan and schedule proposals. As part of the responsibilities, the analyst will compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.
The selected candidates will become part of the Strike Division Material Estimating and Analysis (ME&A), working closely with Global Supply Chain (GSC), Program Management Office, Business Management, and various cross-functional proposal teammates. The candidate selected for this role will be a key member of proposal teams, leading/supporting proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members. Full knowledge of industry practices. Independently demonstrates the skill and ability to perform fairly complex professional tasks. Develops solutions to a variety of complex problems. May refer to established precedents and policies. Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations. May develop and deliver presentations.
Responsibilities include, but are not limited to the following:

Develops GSC cost estimates for procurement and subcontract
Prices a consolidated bill of material (CBOM), requirements derived from engineering/program utilizing supplier proposals/quotes, PO history, engineering estimates, etc., and providing compliant, quality basis of estimates and documentation to support.
Evaluates supplier quotations/proposals, POs, and historical quotes/proposals to determine if any adjustments to the estimate are required (e.g., escalation, quantity, cost history/trends, statement of work changes, etc.).
Performs price analysis and prepares documentation for all BOM items at or below the Truthful Cost and Pricing Data (TCoPD) threshold.
Develops GSC labor hours estimates for the proposal with support from applicable GSC functions.
Prepares and supports presentation and approval of material estimates and GSC labor estimates at the required approval value level
Develops, plans and schedules proposals.
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
Researches and analyzes historical data, develops cost models to support proposal efforts.
Coordinates activities and participates in fact-finding meetings.
Basic Qualifications:

Bachelor's degree in Business, Finance, or related field of study with 5 years of relevant experience or a Master's degree in Business, Finance, or related field of study with 3 years of relevant experience
Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
Must have the ability to obtain and maintain the Special Access Program (SAP) clearance prior to the commencement of employment.
Proficiency with MS Office Suite, specifically Excel and Word
Ability to work onsite daily in Palmdale, CA or San Diego, CA
Preferred Qualification:

Knowledge of the government regulations FAR and DFARS
Experience in professional communications with USG officials in programs, DCAA and DCMA
Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]
Active Special Program Clearance.
Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
Experience with pricing models (Pro-pricer.)
Experience with Global Supply Chain (GSC)
Experience evaluating risks.
Excellent oral and written communication skills.

Salary Range: $91,200.00 - $136,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
