The GPI program is a dynamic fast paced developmental program that is defining the future of launch vehicles. SEIT PM will work as the right hand to the Chief engineer in partnership with the Program Engineering Managers (PEMs), ensuring the IPTs are working toward a common design as they work on developmental projects in each their areas. The SEIT PM is expected to emphasize the importance of collaborative system design, with insight and oversight across all engineering and program boundaries.
The SEIT PM will be working in a dynamic environment day to day, and also focus on the end contract goal. They will be streamlining processes to expedite development while limiting risk when stepping outside established processes.
This position will report to the Director of SEIT, and be allocated to GPI Program Manager for daily direction with decision authority and margins allocated by the CE. In this position, the SEIT PM will be responsible for, but not limited to, the following focus areas:
System Architecture:
Participate/Influence in the design and development of system architecture decisions in coordination with the Program Chief Engineer. Lead customer working groups and lead technical architecture discussions with the customer, LV senior leadership, and program IPT leaders. Evaluate the technical, cost, and schedule impact of implementing the system architecture.
Design Change Impact Assessment:
Ensure that design changes in hardware and software are compatible with existing components and subsystems, particularly for efforts requiring the support of more than one engineering discipline
Multi-disciplinary Interface Management:
Develop comprehensive design and interface requirements and lead the verification effort, ensuring cross-functional communication. Work with Mechanical, Electrical, and Software interfaces.
Requirements-based Testing:
Ensure program master test plans, integration concepts and integration flows developed by the Integrated Operations Team are constructed in a Test Like You Fly manner and verified.
First Flight Item and Test Like You Fly (TLYF) Management:
Effectively utilize Systems Engineering products such as First Flight/Reuse and TLYF Assessments early in the system architecture and design phase to identify and mitigate risks. Perform critical analysis to determine whether or not TLYF has been met or not and defend the analysis.
Data Review Management:
Lead the process and review products for formal data review
Hold the engineering teams accountable for objective, efficient and timely review of telemetry data.
Customer Interface:
Work closely with a customer that is actively involved with the system under development. Understand customer needs and the scope of the contract working with the Program Manager to find solutions to customer requests that achieve the contract goals while maintaining cost and schedule.
Employee Management:
Provide direct supervision of Systems Engineering Leads.
Provide OJT training and mentoring of SEIT engineers including inputs to performance reviews.
Approve hiring decisions. Originate and advocate for SEIT program staffing demands.
Cost Management:
Perform EVMS functions (CAM) for Systems Engineering WBS elements (may be delegated to SE Leads).
Program POC for Independent Reviews:
Serve as program POC / coordinators for IDRs and Deep Dives with functional management.
Risk Management:
Facilitate risk management process and review board in coordination with Program CE (Chair).
Monitor and track to internal department standards/guidelines including intermittent status and reporting requests.
International Partners:
Work with Japanese partners in a unique international workshare arrangement.
Basic Qualifications:
Bachelor's Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline from an accredited university and 8 years of related experience supporting U.S. Government contracts and customers and/or project management in other industries, or a Master's degree in a STEM and 6 years of related experience, or a PhD in STEM and 4 years of related experience
Active DoD Secret security clearance, or higher
Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
Demonstrated success leading development team/and or organizations to achieve a common goal
Experience leading development test and evaluation efforts
This job requires daily on-site closed area work in Chandler AZ.
Ability to travel is required (25% max)

Preferred Qualifications
Prior experience on a development program that utilizing model-based systems engineering approach
A strong understanding of Systems Engineering fundamentals
MDA lifecycle development experience
Experience with Northrop Grumman Systems Engineering standards and guidelines
Experience with external customer interfacing (e.g., meetings, presentation, negotiation)
Experience assisting IPTs with their internal and external suppliers
System testing and launch operations experience is preferred
Experience with Aegis Weapon System and/or Interceptor domains is preferred
Experience with Agile and Scrum is desired
DOORS or CAMEO experience is desired
Salary Range: $135,100.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
