What You'll Get to Do:
This position is a program management role within the Launcher Program Office located onsite at Marine Systems in Sunnyvale, CA and will work with internal and external organizations to achieve customer needs and goals. This position will support the COLUMBIA/DREADNOUGHT Launcher Program (CDLP) and direct a team to manage cost, schedule and technical activities of production projects. The individual will be the Program Manager for an existing production contract and lead a cross-functional organization aligned to common program performance goals. The primary responsibility will be to drive the production contract to closure by delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. This position will require a strong knowledge of Earned Value. Additionally, this individual will be responsible for providing support to program startup activities such integrated baseline reviews for follow-on contracts.
The ideal candidate demonstrates a broad skill set that is balanced between interpersonal, business, and technical capabilities. The candidate must have excellent communication skills and can engage project stakeholders, functional teams, and both internal and external customers to achieve project goals. The candidate shall be committed to ethics, integrity, and innovation while challenging traditional ways of doing business.
Responsibilities include the following:

Directs all phases of assigned CDLP Program by providing leadership, oversight, and mentoring to the project managers managing the individual projects from inception through completion.
Develop and ensure adherence to budget baselines including conduct of Earned Value Management (EVM) methodologies and tools, when required.
Responsible for the cost, schedule, hardware delivery, and technical oversight of assigned program.
Participates in the negotiation of contract proposals and contract modifications.
Supports the preparation of proposals, statements of work and specifications, and financial terms/conditions of the contract.
Acts as primary customer contact for program/contract activities, leading program status review sessions with internal management and customer to discuss cost, schedule, and technical performance.
Establishes project milestones, monitors schedules, identifies project risks and manages risk mitigation or solutions.
Ensures that contract requirements are met by directing, requesting, motivating or in other ways effecting desired action by all participating functional organizations and vendors or suppliers which are necessary to meet program requirements.
Ensure that each functional organizations planning is complete, consistent and realistic, considering manpower, skills, tooling and facilities consistent with that of other functional organizations and properly supported by the resources of each participating organization.
Anticipate customer needs and develops strategies to fulfill those needs and or realign customers' expectations.
Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
Ensure adherence to all internal processes, policies, and applicable industry standards.
Basic Qualifications:

Bachelor's Degree and 8 years, or Master's and 6 years' experience supporting U.S. Government contracts and customers and/or project management in other industries (An additional 4 years of applicable work experience may be substituted for a Bachelor's degree).
Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
Minimum 2 years Project Planning/Program Management experience in a DoD Environment.
Working knowledge of Earned Value Management.
Experience managing Cost Plus and Fixed Price contract types.
Demonstrated people leadership skills and the ability to lead effectively in a diverse team environment to achieve key milestones.
Demonstrated ability to develop and maintain strong internal and external customer relationships.
Excellent written and verbal communication skills, leadership, and problem-solving abilities.
Prior experience working with cross-functional organizations (i.e. Program Office, Engineering, Manufacturing, Supply Chain, Quality, Field Operations, etc.)
Proficiency with Microsoft Office suite, Microsoft Project and SAP MRP (or similar) system.
US citizenship required.
Ability to obtain and maintain DoD Secret clearance after starting.
Preferred Qualifications:

Active DoD Secret clearance.
Experience creating presentations for and presenting to executive leadership teams.
Previous experience with Launcher Programs and/or production programs.
Design and operational knowledge of the Fleet Ballistic Missile program or other Navy Programs.
Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
