Northrop Grumman Defense Systems sector is seeking a Program Planning Manager 2 to support the Propulsion Systems & Controls (PS&C) Business Unit within our Business Management organization on-site in Elkton, Maryland.
Roles and Responsibilities include, but are not limited to, the following:
Manage a team of Program Planning & Scheduling Analysts
Perform mid-year and year-end performance reviews
Develop direct team knowledge and depth
Prepares, develops and coordinates the Integrated Master Schedule (IMS) to meet all program objectives.
Ensures program schedules are horizontally and vertically integrated.
Provides weekly status and reporting
Conducting Integrated Baseline Reviews (IBR) and Joint Surveillance Reviews (JSR) audits
Implements scheduling best practices as prescribed by industry to include, but not limited to:
DCMA 14-Point Assessment
Integrated Program Management Report (IPMR)
Integrated Program Management Data and Analysis Report IPMDAR
DCMA EVMS Compliance Metrics (DECM)
NDIA EIA-748 32 Guidelines
Earned Value Management System (EVMS)
Critical Path Methodology (CPM)
Schedule Risk Analysis (SRA)
Schedule Performance and Health Metrics and Analysis
Ability to perform detailed schedule, resource, work, and cost analysis and make recommendations to solve problems
Ability to create presentation content and present to various levels of leadership
Ability to effectively work with multiple functional teams, supplier teams, and the Program/Project Manager
Basic Qualifications:
Bachelor's Degree in a Business and/or STEM (Science, Technology Engineering or Mathematics) discipline and 7 years of Planning & Scheduling, Finance, Pricing, Program/Project Management, or Engineering experience; OR Master's degree with 5 years of the same experience.
Experience leading teams to successful outcomes.
Experience operating within highly compliant business environments (e.g., Earned Value Management, TINA Compliant Cost Estimating, FAR/DFARS required Contracting, CAS, etc.).
Proficient in Microsoft Office suite
Proficient with Industry Standard Scheduling Tool(s) (Deltek Open Plan Professional, Microsoft Project, Oracle Primavera.
Willingness to work on-site full time in a fast-paced environment.
Preferred Qualifications:
Schedule/Cost Integration Using Deltek Cobra and Open Plan Professional
Knowledge of Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) development; Schedule Risk
Experience and knowledge in both EV Cost and Schedule Management
Assessment (SRA) approach and execution
Excellent 2-way communication skills (upward and downward)
Excellent communication, interpersonal skills, and the ability to interface with all levels of employees, management, and executive leadership

Salary Range: $135,800.00 - $203,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
