Overview

To oversee the development, implementation, and maintain Human Resources automated systems and related processes. Coordinate and recommend system enhancements and innovative solutions to facilitate an automated system environment that best serves the short and long-term strategies of Human Resources. Manage daily activities of professional employees and/or supervisors, primarily responsible for tactical issues. Serves as business data trustee for the department responsible for leading data-related activities, managing access controls and record retention schedule, and monitoring governance measures.

Responsibilities

  • Establish objectives, standards, and strategies for delivering updates and changes to HR Systems
  • Collaborate with ISD to integrate, develop and maintain department automated systems to ensure systems run smoothly and avoid conflicts/errors
  • Develop strategies to resolve system/operational/functional issues; develop standards, objectives, priorities and alternatives
  • Promote proactive best practice approaches using department systems to solve business needs and problems
  • Receives guidance from department business data owner and guides actions of department business data stewards
  • Collaborate with business units and senior management to conduct needs assessment to support organization strategies, tactics, and learning solutions that support business unit objectives
  • Evaluate operational efficiency and effectiveness, and make recommendations for improvements by researching and analyzing internal and/or external industry trends, markets and other operational benchmarks
  • Identify areas of improvement; determine solutions; implement enhancements/changes to improve operations, standards and results
  • Compile, research and analyze trends in support of projects and initiatives
  • Prioritize projects and delegates assignments, including project analysis, requirements definition, and implementation of program modifications and enhancements
  • Monitor assigned projects to ensure that goals and objectives are completed according to schedule; collaborate with project teams to ensure all business needs are met
  • Lead or participate in cross-departmental project teams
  • Performs other duties as assigned

Qualifications

  • Significant experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact

  • Bachelor's degree in Information Technology, Computer Science, Finance or related field, or the equivalent combination of experience, education, and training

Desired Qualifications

  • Master's Degree in a related field, or the equivalent combination of training, education and experience
  • Experience leading business functional technology teams that support multiple production platforms and HR vendor services - Oracle HCM SaaS, ServiceNow HRSD
  • Proven expertise in managing and enhancing technology systems, including integration with other platforms. Skilled in developing HR technology strategies that align with overarching business objectives.
  • Ability to drive transformation, challenge conventional HR practices, and implement AI-driven, automation, or data-informed solutions that enhance efficiency and employee experience
  • Strong growth mindset with the ability to learn, adapt, and lead innovation in rapidly evolving technological landscapes
  • Experience in successfully building and developing high-performing teams, fostering a culture of collaboration, innovation, and operational excellence
  • Working knowledge of Navy Federal Human Resources policies, procedures, and programs
  • Working knowledge of project lifecycles and management methodologies
