Overview
The Overseas Military Banking Program (OMBP) is a Department of Defense quality of life program that provides essential banking services to deployed service members at overseas military installations. The program offers checking and savings accounts, car loans, local currency exchange, and local bill payment services, ensuring financial stability for personnel stationed abroad. OMBP operates across 11 countries in the Pacific, Europe, and American theaters.
We are seeking a candidate to enhance the operational effectiveness and efficiency of banking systems within the OMBP. This role involves designing, implementing, and administering technology infrastructures that support seamless business operations and ensure constant uptime and availability for a global banking program.

As the program is highly vendor dependent, several aspects of the candidate's expertise will need to be leveraged to effectively manage vendors in their hands-on work, ensuring systems operate at peak performance.
Responsibilities
- Lead technical projects from inception to completion, serving as the primary technical lead.
- Identify and document system requirements, ensuring clarity and alignment with business needs.
- Troubleshoot complex technical issues across multiple disciplines, including applications, networking, and databases, to pinpoint root causes and engineer solutions.
- Proactively research and resolve technical challenges with minimal supervision, leveraging independent problem-solving skills.
- Manage vendor relationships, conducting regular status meetings, maintaining documentation, and overseeing invoices and renewals where applicable.
- Ensure compliance with industry and security best practices, maintaining the integrity and stability of banking systems.
Qualifications
- 5+ years of experience in systems engineering
- Systems Administration - Windows Desktops and Servers; Linux server experience a plus.
- Software Deployment & Patching - Experience with management tools such as Intune and PDQ Deploy.
- System Imaging - Knowledge of MDT or Intune Autopilot is advantageous.
- Active Directory Management - Expertise in health, replication, DNS, DHCP, and integration with Microsoft Entra.
- M365 / Exchange Online / Entra / Entra Domain Services - Strong understanding of cloud-based directory and email management.
- Security Certificate Management - Experience creating and implementing public and internally signed certificates for IIS, SQL, and various applications.
- Networking Fundamentals - Understanding of LAN, WAN, WLAN, and MPLS; familiarity with Cisco and Meraki technologies preferred.
Hours: Monday - Friday, 7:00AM - 4:00PM (with on-call availability)
