The Director of HR Compliance is a strategic leader responsible for driving enterprise-wide compliance and governance initiatives across Lowe's U.S. operations, including retail, supply chain, and corporate environments. This role leads the interpretation, development, and consistent application of HR policies and procedures to ensure alignment with federal, state, and local employment laws in a complex, multi-state, multi-location environment. The director oversees key compliance functions such as I-9 administration, workplace accommodations, unemployment compensation, EEO/AA compliance, and broader regulatory matters impacting the workforce.
The role also supports ongoing policy and process improvement efforts, ensuring HR practices are efficient, scalable, and compliance focused. In addition, the position includes oversight of payroll-related compliance areas such as wage and hour regulations, timekeeping practices, and internal controls-partnering closely with payroll teams to ensure legal compliance and operational integrity. This leader serves as a trusted advisor to HR and business partners, delivering compliance training, conducting audits, mitigating risks, and fostering a culture of accountability, ethics, and regulatory excellence.

What You Will Do
• Leads and develop HR Compliance team, driving proactive, enterprise-wide compliance strategies across all U.S. operations.
• Serves as a strategic advisor embedding risk-aware practices into HR and aligning compliance efforts with business objectives.
• Oversees the full lifecycle of HR policies and procedures, ensuring legal compliance and alignment with evolving business needs.
• Establishes and manage governance frameworks for policy oversight, change management, and compliance training.
• Leads key HR compliance programs (e.g., I-9, accommodations, unemployment), ensuring consistent policy application and risk reduction.
• Leads compliance audits and translate regulatory changes into actionable updates across HR processes.
• Provides expert guidance on complex HR compliance issues and case management.
• Ensures compliance in payroll-adjacent areas like wage & hour, timekeeping, and compensation policies.
• Develops compliant, efficient leave and accommodation processes supporting both business and employee needs.
• Analyzes compliance and audit data to identify risks and drive strategic improvements.
• Builds and deliver compliance training to foster a culture of accountability and regulatory adherence.
• Collaborates cross-functionally with HR, Legal, Payroll, and Operations to integrate compliance into daily practices.
• Leads U.S. payroll operations, ensuring accurate, timely, and compliant processing across a large, distributed workforce.
• Oversees payroll governance, internal controls, audits, and compliance practices.
• Partners with offshore/nearshore payroll teams to ensure operational consistency and service level adherence.
• Monitors regulatory changes in payroll law and implement corresponding operational updates.
• Leads regular payroll audits, addressing risks and ensuring accuracy through cross-functional collaboration.
Minimum Qualifications:
• Bachelor's Degree Human Resources, Labor Relations, Business Administration, or a related field and 10+ experience in multi-state, multi-location environment overseeing HR Compliance strategies and programs
• 10+ Years Experience interpreting, developing, and managing HR policies and procedures aligned with federal, state, and local laws.
• 10+ Years Experience researching, analyzing, and resolving complex employment compliance issues.
• 7+ yrs experience overseeing or collaborating on payroll compliance, including wage & hour laws, tax regulations, timekeeping practices, and internal payroll controls.
• Familiarity with payroll governance, audits, and process standardization.
• Strong communication skills, both verbal and written, with the ability to convey complex compliance topics to diverse audiences.
• Proven ability to identify and lead process improvement initiatives to enhance compliance, efficiency, and risk mitigation.
Preferred Qualifications:
• Experience working with offshore or nearshore support teams to ensure operational consistency and service level adherence.
