Looking for an exciting opportunity to make an impact as a Technical Project Manager?
Leidos is seeking a highly organized and detail-oriented Project Manager for a remote position supporting the Federal Trade Commission (FTC) Task Order 4 (TO-4) program. The candidate will be responsible for leading and overseeing all aspects of project execution from initiation through completion. The Project Manager will determine, monitor, and review all project requirements, resources, schedule and risk. This individual will lead the project team in determining and verifying client requirements and translating requirements into operational plans. The Project Manager will identify and assemble the appropriate blend of resources to meet project needs and requirements, working with our matrixed Operations staff to secure the appropriate resources. This individual will plan, schedule, monitor, and report on activities related to the project and conduct weekly status review meetings among project team members and the customer. The Project Manager will advise and oversee team members to accomplish project goals, to meet established schedules, and resolve technical or operational issues. This individual will control project requirements, scope, and change management issues. The ideal candidate will establish appropriate metrics for measuring key project criteria, analyze project progress, risks and facilitate the development of recommended alternatives.
The ability to clearly articulate technical messages for a variety of audiences at a high-level, both through written and verbal means is a critical skill necessary for success in this position.
Must be a U.S. Citizen and able to obtain and maintain a US Public Trust clearance. PMP certification is highly desired.
This position will be based out of Washington, DC and have a minimum of 25% onsite requirement.
Primary Responsibilities:
- Develop comprehensive project plans that define scope, schedule, resource needs, budget, risk mitigation, and communication strategies.
- Lead cross-functional project teams and ensure alignment across technical, operational, and client-facing roles.
- Monitor and track progress using project management tools (e.g., MS Project, Jira).
- Creation of project documentation based on pre-existing templates.
- Updating project status weekly and review with the Government customer and Program leadership.
- Manage and report on project budgets, timelines, milestones, and contractual deliverables.
- Coordinating internal resources to meet project requirements, as defined by the project scope. Escalating to management any resource challenges, as needed.
- Act as the primary point of contact for project stakeholders, including senior leadership, clients, and end users.
- Deliver project status reports and updates, including analysis of key performance indicators (KPIs).
- Identify risks and issues throughout the project lifecycle and develop effective mitigation and contingency plans.
- Ensure all project activities comply with organizational policies, industry best practices, and applicable regulations.

- Conduct post-project evaluations, lessons learned sessions and contribute to organizational knowledge and continuous improvement efforts.
- Effectively communicating and managing expectations of internal and external stakeholders throughout the project lifecycle.
Basic Qualifications:
- Bachelor's degree in Business, Management, Computer Science, or related field and 4-8 years of experience OR a Master's degree with 2-6 years of experience in program or project management.
- Demonstrated experience in program management across functional domains.
- Candidate must be highly motivated, proactive, organized and have the ability to manage concurrent projects and interface with external clients in a fast-paced environment with a high level of accuracy.
- Strong proficiency in project planning, resource management, risk management, and budget oversight.
- Proven ability to lead cross-functional teams and interface with clients, subcontractors, vendors, and internal stakeholders.
- Experience overseeing project implementation, tracking progress toward goals, and managing within scope, schedule, and budget.
- Strong written and verbal communication skills for reporting, proposal writing, and stakeholder engagement.
- Working knowledge of change management strategies and techniques.
- Proficient in Microsoft Office, including Project/Planner, Excel, Word, PowerPoint and Outlook.
- Customer and business focus, action-oriented, and committed to drive quality results.
- Excellent interpersonal/communication and presentation skills to all levels of management.
- Detail oriented, strong organizational skills and ability to work independently with a sense of urgency.
- Self-starter; must be able to work independently and deliver with limited direction on time-sensitive tasks and deliverables.
Clearance Requirements
- Must be able to obtain and maintain a Public Trust security clearance.
- United States Citizenship is required.
Preferred Qualifications:
- PMP, Agile Certifications
- Familiarity with federal contracting environments and relevant frameworks (e.g., FAR)
- Knowledge of ITSM systems (e.g., ServiceNow)
- Knowledge of Windows 2019 and later, Azure GovCloud, RHEL 8/9, and NetApp.

Pay Range:
Pay Range $72,150.00 - $130,425.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
