The Intelligence Production Solutions Division (IPSD), part of the Decision Advantage Solutions Business Area, is seeking a highly skilled, experienced, and organized Task Order Manager for the Chinook program. In this role, you will serve as a senior leader, providing end-to-end task order management support in a fast-paced, mission critical environment.

As the Task Order Manager, you will lead all aspects of task order execution from inception through delivery, ensuring compliance, financial integrity, and customer satisfaction.
Position may be performed in the following locations. Please note Gaithersburg, MD is the program's primary work location.

Clearance Level Required:
Top Secret with the ability to obtain SCI, as well as a Polygraph.
Primary Responsibilities:
- Lead and manage a large-scale Task Order (TO) with significant contract value and a large, geographically dispersed team (75+ FTEs) to include subcontractors, ensuring all contractual, technical, and operational deliverables are met.
- Build and maintain a high-performing, inclusive, and engaged workforce aligned with mission and program goals.
- Function as a people manager, with responsibility for performance management, professional development, mentorship, and career path development.
- Conduct regular 1:1s, biannual performance check-ins, and professional development planning with direct reports, proactively address employee relations and morale.
- Coordinate and effectively communicate internally with Chinook program management, contracts, subcontracts, finance, and technical teams.
- Oversee TO performance, deliverable progress, and staffing utilization, with a continuous focus on driving operational efficiency, innovation, collaboration, and optimizing resource alignment.
- Develop and track master schedules and communicate performance formally to the customer.
- Engage with internal and external stakeholders to ensure alignment of expectations, priorities, and communications.
- Manage technical execution of Agile and SAFe-aligned development and delivery practices across multiple agile teams within the TO.
- Oversee cost, performance, and risk management for the task order.
- Provide strategic and tactical leadership to ensure successful delivery of systems, services, and/or support in accordance with the Performance Work Statement (PWS).
- Prepare and present regular status updates to internal and external stakeholders.
- Track funding, burn rates, and contract ceiling utilization; ensure proper resource allocation.
- Oversee hiring, onboarding, retention, and offboarding of TO staff in collaboration with Talent Acquisition, Chinook Personnel Security, and the Chinook Staffing Manager.
- Ensure contract and security compliance across all activities.
- Maintain detailed documentation for audits, reviews, and program reporting and support all audits (internal or external).
- Develop and maintain integrated project plans, staffing plans, risk mitigation strategies, and cost control approaches.
Basic Qualifications:
- US citizenship is required per contract.
- Bachelor's degree in Engineering, Business, Management, or related field and 5+ years or prior relevant experience or Master's with 3+ years of prior relevant experience.
- Top Secret with the ability to obtain SCI, as well as a Polygraph.
- 5+ years of experience managing projects/programs/task orders supporting NGA, DoD, and/or IC customers.
- 5+ years of experience leading Agile and SAFe-aligned development or service delivery efforts.
- 3+ years of formal people management experience, including performance evaluations, coaching, and team leadership.
- Proven experience managing large, cross-functional teams (75+ FTEs), including hybrid, remote, and geographically dispersed teams.
- Strong familiarity with Agile tools and tracking systems (e.g., JIRA, Confluence).
- Experience managing large-scale IDIQ or multi-task order programs, preferably in the IC or DoD.
- Exceptional communication, leadership, and customer engagement skills.
- Ability to work independently and prioritize multiple tasks in a dynamic environment.
Preferred Qualifications:
- Project Management Professional (PMP), Program Management Professional (PgMP), SAFe Agilist (or similar), or equivalent certifications highly preferred.
- Experience with subcontractor and vendor management.
- Prior experience working on NGA enterprise level initiatives.
- Familiarity with GEOINT data pipelines, analytics, or cloud-based mission systems.
- Experience developing proposal responses for new opportunities including writing technical volumes, developing basis of estimates (BOEs), and providing pricing inputs.

Pay Range:
Pay Range $104,650.00 - $189,175.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
