Description
Leidos is seeking a Project Staffing Plan (PSP) Lead to support large-scale federal contract proposals, typically valued between $100 million and over $1 billion.
As the PSP Lead, you will develop a comprehensive staffing plan that aligns with the technical solution, ensuring the proposed team meets all government requirements. You will collaborate closely with solution architects, pricing teams, contracts, subcontracts, proposal managers, and capture managers to craft a strategic staffing approach that integrates Level of Effort (LOE) and Basis of Estimate (BOE) methodologies.
Operating within an Agile framework, you will refine content through weekly sprints and iterative development, starting with early-stage government insights from RFIs, draft PWSs, and progressing through Final TOR submission. Additionally, you will leverage lessons from previous bids, industry events, Q&A sessions, and evaluator feedback to continuously improve staffing strategies.

While this role is fully remote, onsite presence in Reston, VA will be required after the Final TOR release, collaborating with proposal leads in the war room.
Key Responsibilities
- Develop and deliver the Project Staffing Plan, integrating insights from solution architects, capture teams, business developers, and teaming partners.
- Review and analyze government documents (RFI, MAD, PWS, eRR, Final RFP, RFQ) to ensure the staffing plan meets contract requirements for each task.
- Align staffing strategies with technical solutions, demonstrating compliance with government expectations for roles, skills, and workforce allocation.
- Standardize staffing methodologies by applying Leidos CoE best practices, ensuring consistency and high-quality content across proposal sections.
- Apply Agile methodologies to iteratively refine the staffing plan, driving content improvements through structured sprints and development roadmaps.
- Support the creation of slides and visual content for the staffing section as needed.
- Mentor and train team members, guiding them in the development of staffing rationale.
- Coordinate closely with proposal managers, consultants, teammates, and volume leads to maintain compliance and alignment.
Required Qualifications
- Bachelor's degree in communications, technology, business, or a related field with 12+ years of relevant experience (or 16+ years of relevant experience without a degree).
- 10+ years of experience supporting government technical work or contract delivery.
- 5+ years of experience working on government proposals.
- 3+ years of experience developing BOEs, staffing plans, job roles, and certification requirements.
- Proven experience in proposal planning, writing, editing, reviewing, and responding to GSA FEDSIM solicitations.
- Strong leadership skills, with the ability to guide teams, solve problems, and ensure proposal success.
- Ability to manage multiple priorities independently in a fast-paced environment.
- Willingness to travel to Reston, VA during Final TOR phases, including evenings and weekends if necessary.
- Ability to be onsite in Reston, VA for training and proposal support.
- Active Secret security clearance.
Preferred Qualifications
- Successful leadership of a winning FEDSIM proposal within the last five years.
- Experience writing or leading staffing proposals for FEDSIM contracts within the last five years.
- Active Top Secret or TS/SCI clearance.

Pay Range:
Pay Range $126,100.00 - $227,950.00
