The Digital Modernization Sector at Leidos has an opening for a Site Manager supporting the Navy's Service Management, Integration, and Transport (SMIT) Piers Connectivity Services program. The SMIT contract delivers secure, end-to-end Information Technology (IT) services to more than 400,000 hardware devices and over 600,000 users across 1,600+ Continental United States (CONUS) sites and more than 82 sites in Asia, Europe, and the Middle East-making it one of the largest combined networks in the world.

As part of the Piers Connectivity Services effort, the Leidos team provides pier-side connect/disconnect services, network administration, and fiber optic cable repair in support of U.S. Navy vessels arriving at and departing from piers throughout the CONUS theater.

Job Summary:

The ideal candidate serves as the senior administrative and operational lead for a Piers Connectivity Services location under the Navy's SMIT contract. This role is responsible for coordinating all site-level functions, ensuring technical and personnel operations align with program requirements, and maintaining continuity across reporting, staffing, access control, and asset management.

The candidate will oversee reporting to leadership, manage the user account lifecycle through Active Directory, and ensure compliance with access requirements. The Site Manager will monitor outages and service disruptions, coordinate technical response activities, and maintain clear, timely communication with stakeholders and program leadership.

The Site Manager will supervise a diverse technical workforce including network engineers, wireless technicians, and ISP/OSP personnel, and manage day-to-day personnel performance, conflict resolution, scheduling, and workload prioritization. They will also coordinate hiring and staffing at the site level, ensuring the appropriate mix of cleared, trained personnel to meet mission needs.

Additional responsibilities include oversight of site inventories, laptops, mobile devices, and tool access control. The Site Manager applies NAVSEA fiber optic training to support quality assurance efforts and advanced troubleshooting across fiber and connectivity operations.

A strong technical background in networking, combined with proven leadership experience in IT service environments, is essential. The Site Manager ensures effective site operations, team cohesion, and sustained delivery of services in support of mission objectives.

Primary Responsibilities

  • Oversee all site-level reporting and operational metrics, ensuring timely and accurate delivery of information to program leadership.
  • Manage the user account lifecycle process, including account creation, access provisioning, and deprovisioning through Active Directory, while ensuring all access prerequisites are met.
  • Track and coordinate response to service outages, disruptions, and escalations; facilitate real-time communication and resolution efforts with technical teams and stakeholders.
  • Supervise the day-to-day performance and task execution of network engineers, ISP/OSP technicians, and wireless technicians at the site.
  • Manage staffing schedules, task assignments, and workload prioritization to ensure consistent operational coverage and efficiency.
  • Lead all local hiring, staffing, and onboarding efforts in coordination with program hiring practices and security clearance requirements.
  • Handle personnel management functions including conflict resolution, performance oversight, and team cohesion.
  • Maintain inventory control of site equipment, tools, laptops, mobile devices, and consumables, ensuring availability and accountability across the site.
  • Ensure compliance with all access, asset, and documentation policies and procedures in support of contractual and security requirements.
  • Support quality assurance and advanced troubleshooting efforts across fiber optic and connectivity systems, applying NAVSEA Standard 2042 knowledge where applicable.
  • Coordinate with the Site Lead to align technical operations with broader program goals, ensuring seamless service delivery and site readiness.
  • Identify inefficiencies, gaps, or process issues within the site's administrative or technical workflows and recommend improvements to drive operational excellence.
  • Build and maintain professional working relationships with internal teams, subcontractors, and customer representatives.

Physical Requirements

  • Must be able to lift and carry up to 50 lbs for distances of up to 100 feet, and lift up to 25 lbs vertically using ladders.
  • Must be capable of working in confined spaces (e.g., raised floors, communication closets) and noisy environments (e.g., data centers, operations centers). Must be able to sit or stand for extended periods, up to 8 hours at a time.
  • Must be able to use basic hand tools (e.g., screwdrivers, wrenches) to rack-mount or remove active and passive network equipment using small screws and brackets.
  • Must have normal color vision for identifying wire and cable colors, and correctable vision to 20/20 or better for reading schematics, test equipment, and display screens. Must have depth perception to judge distances and work safely in elevated (ladders) or confined spaces.
  • Must be able to operate and interpret results from digital test equipment such as Optical Time-Domain Reflectometers (OTDRs) and Optical Loss Test Sets (OLTS).
  • Must be able to drive a corporate vehicle to various work sites for project execution and troubleshooting; a valid state-issued driver's license is required.

Basic Qualifications

  • U.S. Citizenship required.
  • Must be able to obtain and maintain a DoD Secret Clearance (clearance sponsorship available).
  • High school diploma with 8+ years of relevant experience, or a bachelor's degree with 5+ years of relevant experience in IT operations, network infrastructure, or technical site management.
  • Must possess one of the following certifications at the time of hire:

    • DoD 8570 IAT Level II (e.g., Security+ or equivalent), or
    • A technical certification such as Cisco Certified Support Technician (CCST - Networking or Cybersecurity), CCNA, or NAVSEA Shipboard Fiber Certification (KITCO).

*The remaining certification must be obtained within 180 days of hire to meet full role requirements.

  • Demonstrated experience managing multi-functional technical teams, including personnel supervision, scheduling, performance oversight, and administrative management.
  • Proven ability to manage user account provisioning and deprovisioning using tools such as Active Directory, including access requirements compliance.
  • Strong background in IT infrastructure and network operations, with familiarity in troubleshooting, fiber optics, and connectivity systems.
  • Experience with incident coordination, outage tracking, and operational reporting to senior leadership.
  • Strong analytical thinking and problem-solving skills; ability to think strategically and follow through effectively.
  • Demonstrated discretion and professionalism in handling staffing, resource planning, and cost-sensitive data.
  • Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Outlook) for documentation, reporting, and schedule management.
  • Excellent verbal and written communication skills, with the ability to clearly engage and collaborate across all organizational levels.
  • Ability to manage multiple priorities, self-assign tasks, and thrive in a fast-paced, dynamic environment.
  • Highly organized, results-oriented, and self-motivated with strong people and time management skills.
  • Experience working with clients and stakeholders at all organizational levels, with a high degree of professionalism and business acumen.

Preferred Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Network Engineering, or a related field.
  • NAVSEA Standard 2042 training or certification, with hands-on experience in fiber optic inspection, termination, and QA processes.
  • Advanced knowledge of military-grade hermaphroditic fiber connectors and experience working in Navy or DoD network environments.
  • Prior experience managing technical operations and personnel in a government or defense contracting environment.
  • Demonstrated ability to lead multidisciplinary teams across network engineering, wireless connectivity, and ISP/OSP functions.
  • Proficiency with ITSM/ticketing tools and asset management platforms used to track inventory and account access.
  • Strong leadership, coaching, and conflict-resolution skills in a fast-paced, operationally critical environment.
  • Experience conducting performance evaluations, corrective actions, and team development planning.
  • Familiarity with compliance and documentation standards in secure environments (e.g., access audits, SLAs, clearance tracking).
  • Ability to identify process gaps and implement operational improvements to enhance service delivery and reporting accuracy.
  • Strong analytical and decision-making skills, with a proactive and detail-oriented approach to problem-solving.
  • Effective communicator with the ability to build relationships and collaborate across functional and hierarchical lines.

Pay Range: $100,000.00 - $110,000.00

Pay Range:

Pay Range $72,150.00 - $130,425.00
