Homeland Force and Protection within Leidos is seeking a Systems Engineer to join the Traveler Processing and Vetting Solutions (TPVS) Program supporting the Passenger Systems Program Directorate (PSPD) within Customs and Border Protection (CBP). PSPD supports the Department of Homeland Security (DHS) and CBP critical missions, specifically screening and processing travelers at the ports of entry (POEs) into the United States.

The position is focused on delivering performance-based IT services and repeatable solutions. Our team is looking for a Business Process Analyst and scrum master with both functional and technical abilities that can support applications in a cloud-based, large-scale enterprise environment with the goal of learning new technologies to optimize efficiency and improve performance. The role requires understanding the functionality of current PSPD applications and TPVS Program processes with the ability to transform the functionality of those applications into a workflow-based environment while managing assignments with the Product Lead for a team of 10+ developers. This includes assigning and tracking tasks in JIRA and addressing technical and/or functional impediments coordinating with management. The successful candidate must be self-motivated and aggressive in quickly learning and reengineering difficult interactions between multiple applications. The position will work within a small to medium-size team, but require leading frequent interactions across Architects, multiple agile delivery teams, CBP Product Owners, and other CBP Stakeholders supporting PSPD, other Directorates, and external applications.
This position REQUIRES the candidate to be in Ashburn, VA, twice a week
Primary Business Process Analyst Responsibilities:
- Lead the analysis and documentation of complex as-is and to-be functionality across multiple applications and business domains
- Ensure a team of 10+ meets the documented requirements in implementing a workflow and rules-based solution integrating various components, subsystems, or processes using the Agile Methodology
- Analyze current processes to formulate and develop new and modified software-based to-be solutions and identify gaps and improvement opportunities.
- Communicate with internal team members across multiple areas and client team members. May communicate with parties external to the organization (e.g., sub-contractors, vendors, etc.). Work to influence project/team leaders regarding solution design, process and/or approaches
- Research, evaluate, and stay current on emerging tools, techniques, and technologies including cloud services
- Assist with Program Increment Planning for the team
Primary Scrum Master Responsibilities:
- Documents assigned tasks in JIRA and help team members communicate, coordinate, and cooperate; with the goal of assisting the team meet their commitment in 2-week sprints
- Conducts meetings including (where applicable) the Daily Stand-up, Program Increment Planning, Sprint Planning, Sprint Reviews, and Sprint Retrospectives
- Assists the CBP Product Owner and Product Lead in efforts to manage the backlog and guide the team while facilitating a healthy team dynamic with respect to priorities and scope
- Assist with Program Increment Planning for the team
Basic Qualifications:
- BA/BS with 12+ years of relevant experience or 10+ years of relevant experience with Master's Degree: OR 7 years of experience in lieu of degree
- Must be able to maintain and obtain a CBP Background Investigation prior to start
- 5 years of experience leading Systems Engineering and Business Process Analysis activities
- 6 years of experience in implementing software solutions
- Experience evaluating business needs, requirements to identify appropriate solutions, and ability to resolve complex technical issues
- Experience applying a continuous integration/deployment approach to project or program delivery; this includes adapting to changing requirements, fostering collaboration, and rapidly delivering high quality solutions
- Strong communication skills with demonstrated ability for oral and written communication with the senior levels of management and the Customer
- Experience supporting the life cycle and facilitating planning and review activities
- Experience executing process improvement for large software implementations
Preferred Qualifications:
- Experience with CBP PSPD applications
- Familiarity with workflow and rules engines
- Knowledge of Test-Driven Development (TDD)/Behavioral-Driven Development (BDD)
- Ability to review and analyze code
- Knowledge and experience in supporting refactoring of legacy systems
- 2 years of experience as a Scrum Master
- Scrum Master certification (e.g. CSM, PSM, and SSM)
- Experience defining and implementing best practices and standards
- Experience applying a continuous integration/deployment approach to project or program delivery
- Familiarity with
- AI concepts
- Java, Python, JavaScript
- Experience in the following tools and/or technologies:
- WebServices
- AWS services
- Collaboration tools, such as JIRA, Confluence, and X-ray test management

Pay Range:
Pay Range $126,100.00 - $227,950.00
