KPMG is currently seeking a Manager, Contracts (State & Local Government) to join our Enterprise Contracting Center.

Responsibilities:
  • Apply a thorough understanding of SLG contracting and be accountable for contract compliance and reporting for all contracts within the portfolio through the administration and evaluation of policies, procedures, and operating practices; oversee and administer a portfolio of SLG contracts ($50M in revenue), including when the firm is a subcontractor, and resolve contractual related issues
  • Provide guidance and consultation in aspects and strategies of contract and subcontractor management working with proposal development and submission, negotiations of Non-Disclosure Agreements, Teaming Arrangements, and Subcontract Agreements under other prime contractors; and support responding to data calls and audits
  • Accountable for ensuring contracts related documents are maintained accurately and in a timely basis in accordance with customer and firm requirements
  • Effectively interface with multiple internal functional and delivery teams with a high level of customer service and strong communication skills; participate in account planning and go-to-market activities in support of Government contracts for Advisory, Audit, and Tax practices at the account level
  • Maintain contract records and documents in accordance with policy; ensure contracts information systems (internal/external) are accurate and maintained according to requirements/procedures; contribute to the betterment of processes, materials, and tools and actively engage in initiatives; recommend and provide suggestions for enhancements
  • Oversee work product and may oversee entire small projects, managing deadlines, expectations, and may include supervising the work performed by more junior staff
Qualifications:
  • Minimum five years of experience working as a contracts professional with various contract types, and regional government contracts; experience reviewing RFPs/RFQs and assessing risk at the solicitation stage
  • Minimum five years of experience in either buy-side or sell-side contracting with one or more state or municipal government entities; reviewing and commenting on RFPs
  • Bachelor's degree from an accredited college/university; master's Certificate or industry certifications and membership in the National Contract Management Association (NCMA) preferred
  • Experience overseeing a contracts portfolio with $50M plus in active contract/subcontracts revenue with demonstrated negotiation skills, including experience negotiating terms and conditions with both government and industry clients; prior experience with multiple contract types including but not limited to IDIQs, MSAs, STCs, prime contracts, subcontracts, and task orders
  • Ability to collaborate with delivery teams and other support functions such as finance, subcontracts, security, OGC, and Risk Management and serve as a valued advisor to internal customers regarding contractual and government compliance issues; able to manage client relations (Manager-to-Contracting Officer/Contracting Officer Representative) and support contract negotiations as required; capable of managing multiple projects and processes, applying expertise to make concrete decisions that impact the organization
  • Prior experience using a contract lifecycle management system preferred
  • Exceptional verbal/written communication skills, with ability to effectively interact with individuals at all levels of responsibility and authority; able to prioritize, delegate and foster the development of high-performance teams to lead/support an environment driven by customer service and teamwork; strong trouble-shooting and organizational skills and ability to work on multiple projects simultaneously; ability to participate in resource planning processes based on defined organizational plans.
