Job Description Summary

We are seeking a highly skilled Senior Commercial Proposals Manager (SCPM) to join our dynamic team. As a SCPM you will play a crucial role in leading the development and management of strategic proposals and bids for Steam Power Services Asia-Pacific. The SCPM will own the preparation of the commercial proposal, review contract documents and negotiate a successful contract award. The SCPM must operate with the highest standards of integrity and compliance. You will collaborate closely with sales, operations, engineering, finance and other teams to create compelling proposals that align with our business goals and meet the needs of our clients. This position requires a strategic thinker with a deep understanding of the proposal process, excellent contract management and negotiation skills, and the ability to work together effectively with cross-functional teams. The ideal candidate will have a proven track record in managing complex proposals and delivering winning bids in a competitive market.

Job Description

Roles and Responsibilities

  • Lead the end-to-end proposal development process, ensuring timely submission of high-quality proposals that are compliant with client requirements and specifications.
  • Analyze and recognise client RFPs (Request for Proposals), RFQs (Request for Quotations), and RFIs (Request for Information) to determine proposal scope and requirements.
  • Coordinate with cross functional teams including Sales, Operations, Engineering, Finance, Legal, EHS, Quality, Risk, Sourcing, Tax, Field Service for timely delivery of proposal until contract closure.
  • Develop proposal outlines, schedules, risk & mitigation, costs & provisions, prepare Financial Summary (FinSum) and ensure these elements are integrated into the final proposal documents.
  • Manage development of proposals for multiple countries in the Asia-Pacific region including Japan, Korea & Taiwan, ASEAN and ANZ, by agreement and incorporating any country-specific elements.
  • Lead the Risk Process and facilitate deal review. Accountable for identifying, documenting, and mitigating contractual risks. Present the deal risk profile and obtain the necessary approvals.
  • Review, amend, and negotiate contract terms and conditions with customers. Communicate, defend and influence GE positions.
  • Support deal closing and conduct the handover process to execution.
  • Document and upload all deal related documents onto the relevant business tools.
  • Comply with GE policies, work instructions and guidelines on ITO processes.
  • Drive continuous improvement in proposal processes, using LEAN tools and methodologies to enhance efficiency and effectiveness.
  • Mentor and coach junior proposal team members, providing guidance on best practices and professional development.

Required Qualifications

  • Bachelor's degree in Engineering, Business, Finance or related field.
  • Extensive experience in energy industry related commercial, contract management (review, drafting, negotiation, etc.) tendering, engineering, sales, services, and/or project management.
  • Proven track record in managing complex proposals and delivering winning bids in a competitive market.
  • Fluent in written and spoken English.
