APAC Sourcing ITR Leader

Job Description Summary

The role will act as one single point of contact of overall project level, from ITO to OTR. The project here is limited to the project based on critical level, e.g. Taiwan project, new TKSI project, new growth region bidding project with new requirement. This role need to build close connect with regional business group, be proactively engagement with ITO and OTR group, connect with sourcing global team to provide sourcing solution.

Job Description

Essential Responsibilities:

  • Participate proactively with the tendering team, connect with sourcing team to provide the solution to be proactive build supplier readiness
  • Review, comment on the client's specification related to Procurement and Logistic activities
  • Define the Tender Sourcing Strategy (TSS) in collaboration with Sourcing/Commodity leaders with respect to the overall company strategy and the project specific commercial, legal and fiscal requirements (such as sourcing restrictions, financing constraints)
  • Co-ordinate with cross function to set up total landed costs for purchasing and logistic strategy from ITO to OTR, mitigate the ITO to OTR gap in early stage
  • Define specific strategic points such as on/off shore, country of origin in case of ECA, cash in/out, basis for escalation formulas, etc, align with different group with solid execution plan
  • Identify any commercial/legal/fiscal deviations from the General Terms and Conditions versus the EPC bid and if necessary prepares a short commercial bidding instruction for the KCM and/or POC community
  • Verify compliance of sourcing concept with PCDB costs and suppliers
  • Ensure maximum possible number of suppliers from low cost countries in the vendor list
  • Define the supplier localization need and align with commodity, engineering and quality group to development plan of supplier readiness
  • In OTR stage, go Genba with project team and cross functional team, proactive define the risk of project SQDC sourcing related actions, align with sourcing group to close the gap, like LD mitigation

Qualifications/Requirements:

  • Bachelor's degree (Engineering)/MBA from an accredited university/college
  • Demonstrated experience in Procurement Management in a project environment
  • Experience in project and/or program management is an added advantage
  • At least 5-7 years of experience covering regional sourcing in strategic/ operational role and 2~3 years in a commodity sourcing leader/ managerial role in a technical project environment in industries such as Power, Oil & Gas
  • Advanced MS Office Skills
