Job Description:

GDIT has an exciting opportunity for an IT Business Analyst / Investment Manager to support our Enterprise Mission Information Technology Services II (EMITSII) program supporting U.S. Army Europe in Wiesbaden, Germany.

The IT Business Analyst / Investment Manager is responsible for managing IT investment analysis and streamlining procurement on behalf of the EMITS program. Responsibilities include, but are not limited to, performing IT requirements analysis, conducting quality assurance reviews, facilitating approvals, maturing a theater‐wide IT Portfolio Management program to manage the overall cost of IT, ensuring IT procurements are executed efficiently in accordance with established policies, and coordinating with program reviewers, customers, and requestors to manage IT procurement activities across the contract.  

The candidate will possess an IT logistics background and understand supply chain best practices and integrate into the Army and contractor IT procurement process. This Business Analyst position will require the candidate to have at least 5-8 years of relevant, recent logistics, IT procurement, and supply chain management experience and obtain an ITIL V4 certification shortly after hire. The candidate must have an active secret clearance at a minimum with the ability to obtain a TS/SCI. Experience supporting US Army programs, specifically, US Army Europe is highly preferred. 

HOW AN IT BUSINESS ANALYST MAKES AN IMPACT

  • Manages contract IT procurement and supply chain activities.

  • Managing the full lifecycle of procurements, including invoicing and receipts

  • Provides IT investment analysis and support for US Army Europe customer.

  • Performs a variety of complex administrative and analytical tasks in support of one or more contract programs.

  • Develops plans, including budgets and schedules, and monitors tasks to meet contractual/project requirements for assigned program(s).

  • Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans.

  • Monitors and reports performance against plans to ensure that contractual, cost, and schedule objectives are met.

  • Interacts regularly with customers and other industry representatives to ensure conformance to customer requirements.

  • Participates in special projects as required.

  • May provide guidance and work leadership to less-experienced analysts.

  • May serve as a mentor to less experienced analysts.

WHAT YOU WILL NEED TO SUCCEED

  • Security Clearance Required: Secret Level Security Clearance with SSBI Investigation; Top Secret and above preferred

  • Education: BA/BS Degree

  • Experience: Five-plus years of investment/supply chain management experience. Years of experience can be substituted for a degree. Five-plus years of IT Investment/Procurement/Supply Chain Management experience. ITSM and PMP certification is desired.

  • Skills: Managing the full lifecycle of procurements, including invoicing and receipts; Technical Understanding, Analyzing Information, Informing Others, Problem Solving, Communication, Coordination, Strategic Planning, Quality Management.

    The likely salary range for this position is $96,034 - $128,800. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
