The Medicaid Proposal Writer will play a critical role in the quality of our RFP responses and the efficiency of the whole team. This role continuously strives to increase their knowledge of Aetna Medicaid, products offered, and industry best practices to develop thoughtful, strategic, compliant responses to RFPs/RFIs.The Medicaid Proposal Writer will develop strong work relationships with health plan leaders, proposal peers, and Subject Matter Experts (SMEs) to support business goals to win and retain business.

Fundamental Job Components
  • Works on writing assignments across all Medicaid topics, which include claims, member services, corporate staffing, population health/health equity, quality, scenarios, among others, varying in length and detail to support different populations and bid requirements
  • Collaborates with capture and proposal managers, proposal directors, and SMEs to outline and prepare final proposal responses
  • Interviews SMEs to identify and collect pertinent information for compliant, compelling responses
  • Conducts qualitative and quantitative research to help formulate updated content focused on member/state solutions that highlight Aetna's differentiation, innovation, and value
  • Collaborates with graphic designers on proposal figures, graphics, and visualizations
  • Actively participates in kick-off meetings, color team reviews, and status meetings through the entire proposal process as defined by the proposal timelines
  • Understands AI and generative AI technologies, and their applications to enhance productivity and efficiency
  • Develops a compliant, compelling proposal response that aligns with internal quality standards and bid guidance while adhering to proposal requirements
  • Works with SMEs to create strategies that effectively articulate customer needs and win themes critical to generating business goals
  • Maintains expert understanding of Aetna Medicaid products and services
  • Supports the content management lifecycle by working with SMEs to identify new content for the Medicaid Content Library
  • Engages in team meetings and openly accepts and shares new ideas to drive innovation and creativity
  • Supports and drives ongoing development of internal processes and procedures, including scorecards, quality business reports, style and guides, and internal measures for performance
Required Qualifications:
  • Five plus years of demonstrated background and knowledge of Medicaid products, services and the market landscape; RFP writing, processes, and procedures; clinical background or clinical proposal experience required with demonstrated understanding and/or recognized subject matter expertise
  • Excellent written and verbal communications skills
  • In-depth understanding of Associated Press and internal style guides
  • Demonstrated ability to see the big picture and make connections between proposal sections and content development
  • Knowledge and understanding of Microsoft Office products, including SharePoint, Word, Excel, Teams, and PowerPoint
  • Superior organizational, project management, analytical, and innovative problem-solving skills
  • Strong relationship building skills
  • Self-starter with the ability to work well independently and as part of a team
  • Ability to travel up to 15%
Preferred Qualifications
  • Background in Medicaid/clinical operations
  • APMP Bid/Proposal Foundation Certification
Education
  • Bachelor's degree or equivalent work experience
Pay Range

The typical pay range for this role is:$67,900.00 - $149,328.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.Our people fuel our future.
