Job Summary

The Expert, Track Employee Development is responsible for leading the comprehensive evaluation and mentoring program related to technical skills of Track Supervisors, Assistant Track Supervisors, Production Supervisors and Foremen. The incumbent must develop and maintain evaluation files and mentoring plans for each employee. The role requires quality reviews to be performed and submitted on a regular basis in order to further evaluate and mentor front-line supervisors and foremen. Furthermore, the incumbent provides on field coaching to employees and is available to answer questions and provide technical advice. The incumbent works closely with Subject Matter Experts (SMEs), Human Resources (HR), Assistant Chiefs and the training group to ensure employee progress.

Main Responsibilities

• Develop and maintain evaluation process to track progress of each supervisor and foreman

• Work collaboratively with SMEs, HR, and Training department to develop a training and mentoring plan for each employee

• Evaluate technical skills through formal field time with each employee and provide verbal and written feed back to the employee, the supervisors and SME

• Provide infield coaching with employees as per mentoring plan

• Coordinate additional mentoring and training as required from SMEs, Manager, Track Quality (MTQs), Assistant Chiefs and the training department

• Train employees on Track inspection, recommended methods, advanced track maintenance best practices, use of track inspection data, Track Information Systems (TIS) and Connected Time Sheet (CTS) reporting, budget and work planning systems, proper application of Canadian Rail Operating Rules (CROR) and General Engineering Instructions (GEI) as well as use of Electronic Track Occupancy Permit (ETOP) and Electronic Track Authority Verification (ETAV)

• Maintain an understanding of how to practically apply skills related to track inspection, track unit operation, Job Safety Briefings (JSBs), and Exposure Reduction Discussions (ERDs) including safety procedures

• Maintain an understanding of how to apply CROR and GEI as they relate to Engineering employees, track protection, and operation

• Foster a culture of Safety Leadership to ensure the safety of all employees, operations, and the public

• Be available to assist with incident management and repair if required

Working Conditions

The role has standard working conditions in an office and field training environment with a regular work week from Monday to Friday but could include 9/5 schedules depending on the territory covered. The incumbent must be available to work night shifts and weekends when necessary. The role requires frequent travel (up to 80%) to carry out field training and quality audits.

Requirements

Experience

Engineering Track Construction, Maintenance and Inspection

• Between 10 to 15 years of experience in engineering track construction and maintenance as well as track Inspection

o 5 years of experience as a Track Supervisor

o Experience as Program Supervisor
Any experience in the above positions would be considered as an asset

Education/Certification/Designation

• High School Diploma or General Educational Development (GED)

• Qualified in CROR and GEI

• Qualified in Track Inspection

• Qualified in Safe Align

• Valid Driver's Licence

Knowledge of relevant systems (Systems, Applications, and Products (SAP), TIS, CTS, Bentely, ECPS, ETOP, ETAV, Data City BW)
