Agency Description
The Office of Transportation and Infrastructure Systems (OTIS) is charged with driving change through our transportation and infrastructure systems. OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), the Office of Multimodal Planning (OMP), and the Infrastructure Solutions Team (IST) to provide cost-effective quality services with a focus on the resident. OTIS collaborates with a wide variety of organizations such as DVRPC, PATCO, PennDOT, SEPTA, PECO, the Community College of Philadelphia, the Philadelphia Parking Authority, Philadelphia Works, various labor management organizations, and workforce development providers. The IST is a cross-departmental effort with a mission to advance equity with infrastructure funding. This will include increasing the amount of City contracts that go to historically underutilized businesses, while ensuring that infrastructure workers, from planning to construction, reflect the population of Philadelphia. Job Description
Position Summary
Working under the supervision of the Infrastructure Workforce Development Manager in the Office of Transportation and Infrastructure Systems (OTIS), the Infrastructure Job Coordinator will support the implementation of Geographic and Economic Hiring Preferences (GEHP) on public works projects. The City of Philadelphia has been awarded hundreds of millions in grants to make infrastructure improvements and strengthen the infrastructure workforce in Philadelphia. The IST leads the City’s GEHP policy, which requires contractors to meet stated hiring goals on City public works projects. The Coordinator will serve as a critical link between the City of Philadelphia, contractors, union representatives, workforce partners, and jobseekers to support equitable hiring and retention of apprentices and journeypersons on City-led infrastructure projects. The Coordinator will work in tandem with the existing union hiring systems to ensure that hiring goals are achieved.
This role is an opportunity to reduce barriers and improve access to quality jobs in the construction industry through policy implementation and direct service.
Essential Functions
- Contractor Coordination and Technical Assistance
- Provide technical assistance to prime contractors, subcontractors, and labor partners to support hiring expectations, goal attainment, and reporting requirements for GEHP projects.
- Participate in project-specific meetings— including pre-bid, pre-construction, and project site visits— to help align recruitment strategies and project needs with available workforce pipelines (e.g., pre-apprenticeship/Career and Technical Education (CTE) programs).
- Serve as a representative of the GEHP policy by communicating its purpose, goals, and impact to stakeholders to build awareness and support policy advancement.
- Outreach and Engagement
- Coordinate with union representatives, business agents, pre-apprenticeship programs, and apprenticeship programs to facilitate connections to employment on GEHP projects.
- Coordinate outreach efforts (e.g., job fairs, information sessions) with community-based organizations and workforce partners to promote awareness of training opportunities, career pathways, and entry points into the construction workforce.
- Supportive Services
- Develop scopes of work and procure providers to deliver, track, and evaluate supportive service delivery, including transportation, childcare, stipends, and hardship assistance.
- Develop and maintain a system for conducting participant needs-assessments and facilitating referrals for supportive services.
- Monitoring and Compliance
- Work with prime contractors and subcontractors to ensure accurate and timely compliance with GEHP reporting requirements.
- Coordinate with the City’s Labor Standards Unit to collect, track, and analyze workforce data on GEHP projects and report to various audiences.
- Collect and analyze monthly labor reports to ensure compliance with the City’s databases for public works contracts (e.g., LCP Tracker, ECMS, PHLContracts).
- Collaborate with the Thriving Communities Program (TCP) technical assistance providers to support the development and implementation of an evaluation framework for GEHP, including identifying metrics, data collection methods, and strategies to assess impact on workforce outcomes.
Competencies, Knowledge, Skills and Abilities
- Demonstrated experience developing and maintaining partnerships with jobseekers and employers. Preference for experience working with the building trades council and local unions to facilitate connections between jobseekers and apprenticeship opportunities.
- Experience with unionized hiring processes, including apprenticeships, hiring halls, and collective bargaining agreements preferred.
- Experience with the PA CareerLink® system, ProRank OJT Supportive Service Center, and/or public benefits systems preferred.
- Excellent communication, collaboration, and interpersonal skills and ability to cultivate strong working relationships with a variety of partners.
- Ability to work in diverse environments including office settings, work sites, and community engagement events.
- Embraces the principles of cultural humility, cultural competency, and lifelong learning.
- Ability to work independently and collaboratively within a team.
- A high level of proficiency with Microsoft Office – including Outlook, Word, Excel, and PowerPoint.
Qualifications
- Minimum of two years of professional experience required, with additional experience preferred.
- High school diploma or equivalent required.
- Some college preferred, especially in the areas of construction management, public administration, workforce development, non-profit, community engagement, or other relevant fields.
- Professional experience in Philadelphia preferred.
- Bilingual proficiency is preferred, especially in one or more of the top five most commonly spoken in Philadelphia (Spanish, Chinese (Mandarin/Cantonese), Russian, Arabic)

Salary Range: $60,000-$65,000
