CGI Federal is seeking a Project Director that will report to the CGI Federal Health and Social Services business unit and will assist strategic initiatives for the CMS IRA program.

Candidates within a 50 miles radius of a CGI Federal office will have to report to the office 2 days per week

Your future duties and responsibilities
Will serve as senior manager responsible for coordinating the management of all work performed under the contract and should be dedicated as one full-time equivalent.
• Act as the central point of contact with CMS and shall have full authority over the performance of the required work and services under the contract.
• Will supervise any subcontractors that are to be used for any portion of the work required to be detailed under this phase, please be sure indicate as appropriate.
• Responsible for all phases of performance, including contract management, coordination of resource needs, coordination with corporate resources and management, and has direct accountability for the accuracy, timeliness, and quality of deliverables.
• Provide expert leadership in all contract tasks and, as appropriate, in specialized technical areas.
• Possess knowledge of the requirements of this contract and the ability to provide executive direction for the accomplishment of work under the contract.
• Possess knowledge, skills, and ability to plan, conduct and supervise work to be completed under this contract; and the ability to communicate, both orally and in writing, with the Government and Contractor management in the planning and control of this project; this includes advising CMS of any difficulties arising from the administration of the contract.
• As a crucial part of the CGI Federal organization, you will devise and implement drug pricing and payer coverage contracting solutioning strategies to meet the legislative drug price reduction mandates of the Inflation Reduction Act (IRA) of 2022.
• You will collaborate with experts and business leaders, leading both quantitative and qualitative pricing/contracting analyses to support Maximum Fair Drug Pricing (MFP) drug pricing/rebate ecosystem to implement an effective EFT ACH clearinghouse.
• You will collect, analyze, and integrate cross-functional information from various sources to aid in scenario-planning and customer insight generation.
• In this fast-paced setting, you will provide key support to the solutioning initiative and contracting teams for coverage and pricing negotiations, particularly responding to CMS-driven IRA solicitations.
• This role demands a solid understanding of the U.S. healthcare market, Medicare Part B and Part D process and data flows, and pharmacy reimbursement processes between drug manufacturers, PBMs, dispensers, wholesalers, health plans and beneficiaries.
• You will leverage your commercial drug pricing knowledge and apply to the IRA-related Medicare Part B and Part D implementations.
• Work with solicitation response team to build the build business architecture model that will drive development of information technology/systems that align, and expand, IRA drug pricing mandates and metric objectives.
• Enumerate, analyze, and suggest improvements to strategic, core and support business engineering processes to support strategic and operational new business goals.
• You will regularly engage with senior leadership and other high-level, cross-functional committees or teams.
• You will build and maintain positive relationships, proactively seeking buy-in and providing ongoing support to meet CGI and IRA business needs.

Required qualifications to be successful in this role
• Bachelor's degree or advanced degree (where required) and a Master's degree from an accredited institution or an equivalent number of credits in business, economics, budget, management, computer science (related work experience may be substituted in lieu of the Master's degree).
• 10 years of experience years professional experience managing same/similar, large-scale projects with at least five (5) years as a manager or director responsible for the direction of complex analytics projects and programs, preferably with a minimum operating budget of $25,000,000 per year.
• Possess experience and knowledge of the regulatory requirements of the applicable Medicare program/benefit (Part B, Part D).
• Direct experience leading and implementing pharmacy programs, specifically Medicare Prescription Part B and Part D Drug Program.
• PMP Certification.
• Knowledge and experience with Medicare and the pharmaceutical/drug supply chain.
• In-depth understanding of the current relationships and interactions between drug manufacturers, wholesalers, plan administrators/plans, PBMs, pharmacies/other dispensing entities, and beneficiaries.
• Proven ability to combine vision, creativity, and innovation to solve problems with strong business acumen, well-developed management, and leadership qualities.
• Ability to interpret policy and propose business solutions/initiatives related to the Inflation Reduction Act of 2022 and interpret the IRA requirements for implementation.
• Excellent communication and collaboration skills to work with various stakeholders, teams, sponsors, members, vendors, senior management, providers, and pharmacists.
• Experience related to the management and delivery of programs, projects, and work efforts in a portfolio-based environment.
• Experience with managing IT projects using Agile software development methodologies (e.g., SAFe, Scrum); certifications are a plus.
• Strong analytical problem-solving skills and excellent interpersonal skills.
• Ability to effectively communicate both verbally and in writing with customers, team members, and management.
• Proactive and self-starting, with the ability to work independently and in a team environment.
• Exceptional attention to detail.

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to: skill set level; experience and training; and licensure and certifications. CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $137,500 - $240,600.
