Your New Role:

The Technical Manager, P&C Technology will lead a team and collaborate with stakeholders to enhance business processes and align key metrics across various applications and business domains. This role oversees Warner Bros. Discovery Enterprise Services & Systems' critical HR and Payroll applications within the HR Systems portfolio, including WFM (Workbrain), HR CMS (SNOW HRSD, iSight), and other HR Systems (HR Portals, DEI Apps). The manager will guide multiple programs and projects from inception to deployment, providing strategic roadmaps and optimized solution designs while managing teams and client relationships.

This position requires close collaboration with functional and technology teams, project managers, and business partners to create program strategies, plans, and budgets. Responsibilities include designing and deploying solution architectures, reviewing functional specifications, and securing stakeholder buy-in for project methodologies. The manager will oversee cloud infrastructure (AWS, Azure) for applications, ensuring cost optimization, performance, and compliance with WBD Privacy and Security policies.

Key responsibilities include managing projects, application support, and development for WFM & Payroll systems, focusing on People Data systems and governance. This involves overseeing data flows, system integrations, and strategic platforms like Workday, Fieldglass, ServiceNow, and WM People Data Platform. The role also includes leading application development enhancements, project planning, scope definition, and stakeholder workshops to document requirements and approve designs for production implementation.

Your Role Accountabilities:

Strategic Management & Planning

  • Manages the development of key strategic initiatives for the client's information technology strategy. Ensures that implementations for projects and enhancements follow WBD standards. Lead and assist project team, key stakeholders, and management to prioritize business requirements and develop and maintain detailed project plans using standard tools.
  • Establish short term and long-term objectives and roadmaps for applications within portfolio that demonstrates progress towards lowering overall TCO and improving efficiency of operations and maintenance. Develop optimization strategies for cloud-based applications.

Project & Portfolio Management

  • Responsible for supporting executives with project portfolio management, including budgets, scope, schedule, quality, performance, and appropriate business measurements for the project or initiative.
  • Provide leadership over Technology work streams for the project portfolio, ensuring that defined visions, objectives, standards, and methods are met. Provide Quality Assurance reviews to respective delivery teams.

Vendor & Application Management

  • Manage vendor due diligence, analysis, procurement, acquisition and integration of complex software applications and systems including creation and review of statement of works.
  • Manage application support and resolves data issues related to daily execution of HCM Integrations, HCM data flows, and HCM related applications.
  • Oversees the performance of the internal and external service provider(s) as it relates to the support of the application portfolio and projects for the supported client groups. Provides the internal and external service provider(s) with prioritization for client change requests associated with the client's portfolio.

Business & Technology Requirements

  • Work with Clients and Enterprise Technology to capture business requirements and lead in the development of technology requirements, strategy, plan, and development related activities.
  • Partner with Clients and Technology Partners to define and capture business requirements, technical requirements, determine scope, and estimate the effort for the development of Technology requirements.

Application Development & Governance

  • Leads application development projects and related activities while ensuring that appropriate governance exists for all delivery of technology solutions.

Qualifications & Experiences:

  • Education: Undergraduate degree required
  • Leadership & Technical Management Experience:

    • 8+ years of hands-on development experience with Infor Workforce Management (Workbrain)
    • 5-8 years of experience in a leadership role, managing a multi-faceted technical/functional organization, preferably in the delivery of large technology projects with demonstrated delivery success
    • 5 to 8 years of Information Technology experience in a lead role overseeing a portfolio of applications across multiple technical platforms
    • 3 to 5 years of management experience with both employees and on/offshore contracted resources
    • Experience in management capacity with at least 3 full end-to-end life cycle implementations of a large Technology project in leadership roles
  • Technical Skills and Knowledge:

    • Knowledge of HR systems including Human Capital Management and Payroll, preferably in a Union environment
    • Experience with WFM, HCM, ERP, and SaaS software
    • Knowledge and practical application of software development life cycle with industry standard best practice methodologies
    • Proficient in Java and Object-Oriented Programming (OOP) principles
    • Strong experience with Java web frameworks: JSP/Servlets, Struts, Spring MVC
    • Experience with modern web frameworks and technologies: Spring Boot, Node.js, Angular, React, Vue.js
    • Expertise in Relational Databases (e.g., Oracle, SQL Server, MySQL) & NoSQL databases
    • Strong understanding of application architecture, performance optimization, and scalability
    • Experience architecting and deploying enterprise applications using AWS Cloud Services - including EC2, S3, RDS, Lambda, CloudWatch, and API Gateway
    • Experience building and integrating with RESTful APIs and third-party platforms
  • Domain Expertise

    • Functional knowledge across HR, Payroll, and Time & Attendance systems
    • Experience developing and supporting custom solutions for Workbrain modules including, but not limited to Timesheet customizations, Pay Rules, Data Events, Accruals, custom modules etc.
    • Integration experience with enterprise systems such as Workday, ADP, and ERP/Financial platforms
    • Background working in compliance-heavy industries such as Media & Entertainment, Retail or Financial Services
  • Compliance & Labor Rule Expertise

    • Demonstrated success implementing complex union-based agreements, especially under California labor law
    • California labor laws, including daily/weekly overtime, guarantee hours, split shifts, Shift premiums and complex meal/rest break compliance
    • Multi-union configurations and CBA-driven time rules in Workbrain
    • Ability to interpret legal and contractual labor requirements and translate them into system rules/configuration
  • Data Management:

    • Experience managing integrations and master data management
    • Experience in data governance or data quality management
    • Demonstrated experience in a data management or data analysis role, preferably in an HR payroll or Identity management business area
    • Familiarity with data warehousing concepts is a plus
  • Project and Process Management

    • Project Management:

      • Experience in project management and change management of major development or operations projects
      • Experience building business cases to support project funding requests and constructing high-level project plans to support effort and budget estimates
    • Process Re-engineering:

      • Experience and implementation of Process Re-engineering efforts
      • Experience planning and implementing process and system changes to existing processes and live productive applications is critical
      • Experience integrating acquired businesses into common enterprise financial systems and operationalizing financial processes
  • Strategic and Business Skills

    • Developing strategic plans tied to potential system solutions to drive business performance and optimization
    • General knowledge of budgeting and financial controls framework
    • Knowledge of enterprise system software solutions and the integration of business process design to final solution determination
    • Understanding of technical components required to support business processes, including effort estimates and resource management experience

Not Required but preferred experience:

  • Entertainment industry experience is highly desirable, with a strong understanding of technology trends and tools.
  • Experience with advanced Workbrain modules such as Labor Forecasting & Schedule Optimization (LFSO) and Multi-View Scheduler (MVS)
  • Experience supporting California-based unionized workforces in dynamic scheduling environments (e.g., film production, live events, broadcast operations, or multi-location retail chains)
  • Familiarity with data analytics tools (PowerBI, Tableau)
  • Proven ability to develop IT project strategies, plans, and budgets to deliver high-quality services at reasonable costs.
  • Strong knowledge of application technology, solutions, and strategies related to the client's business to achieve business goals.
  • Expertise in HR and Payroll processes, translating them into technology requirements for financial and reporting obligations.
  • Proficient in HCM, WFM, and SaaS applications supporting business processes, with practical implementation experience.
  • Knowledge of workforce processes and systems integration.
  • Familiarity with Human Resources, Time and Attendance, Payroll, and financial processes in the entertainment industry.
  • Understanding of payroll processes, including studio residuals, pay calculations, and workflow best practices.
  • Knowledge of project methodologies (e.g., waterfall, agile) and project management tools like Jira and Confluence.
  • Broad knowledge across technology disciplines, including infrastructure, identity management, data strategy, and cloud migration.
  • Knowledge of best practices for application development and technology project management.
  • Proficient in constructing work and resource plans to address business problems and technology challenges.
  • In-depth knowledge of design, development, testing, deployment, and operational support phases.
  • Understanding of enterprise security standards and application controls.
  • Ability to manage large teams and budgets effectively.
  • Strong customer service focus and responsiveness.
  • Proficient decision-making and time management skills, demonstrating leadership abilities.
  • Strong analytical, interpretive, and evaluative skills, with the ability to grasp the "big picture."
