PROGRAM ANALYST

Summary

This position is located in the Office of the Executive Secretariat Staff (S/ES-S), Innovation Unit. You will serve as a Program Analyst responsible for planning, analyzing and/or evaluating the effectiveness of operating programs as well as developing, proposing, and sustaining innovative approaches to increase efficiency and support the work of the S/ES.

Duties

  • Responsible for providing bureau leadership with expert advice and analysis on the effectiveness and efficiency of various functions regarding developing, proposing, and sustaining innovative approaches to increase efficiency.
  • Plans, develops, and conducts analysis, develops and evaluates policies in assigned areas of responsibility. Analysis includes the effectiveness and efficiency of initiatives that bridge existing gaps in data, technology, and operational spheres.
  • Expertly gathers and analyzes information to support finding and developing solutions, conclusions, and recommendations in a well-structured format to inform management and contribute to sound decision-making.
  • Leads data management, data mining, analysis, and reporting efforts by developing reports using PowerBI, PowerApps, Excel, SharePoint, and CRM tools, performing a broad range of data hygiene tasks using data management applications or tools.
  • Evaluates strengths and weaknesses associated with proposed new data management and sharing strategies and approaches and proposes ways to mitigate potential risks and vulnerabilities associated with new data and record management arrangements.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

-Experience conducting and developing analytical studies, and revising and improving existing administrative and management policies and procedures, including providing recommendations to management.

-Experience implementing and coordinating technology and innovation programs, regulations and policies to improve the efficiency of program operations.

-Experience monitoring and reviewing documents supporting business processes and paper flow to improve productivity.

-Experience advising and making recommendations for data analysis strategies and efforts to achieve program objectives.

-Experience applying analytical and evaluative methods to studies concerning the effectiveness and efficiency of program delivery.

There is no substitute of education for specialized experience for the GS-13 position.
