Staff Technical Program Manager - Earner Regulations and Policy
About the Role
We are hiring a Regulatory Technical Program Manager (TPM) to partner with policy, legal, and compliance teams in evaluating potential policy changes worldwide. You'll translate these changes into clear technical implications, assess their impact on Uber's platforms, and drive execution with engineering teams to ensure compliance with the timelines set by new regulations.
As a TPM at Uber, you'll lead high-impact, org-wide initiatives that shape how our engineering organizations operate at scale. On the Mobility and Platforms TPM team, you'll own critical programs that touch hundreds of millions of riders and drivers every day.
As the regulatory TPM, you will sit at the intersection of engineering, product, policy, legal, and compliance - ensuring Uber not only meets global regulatory requirements but does so with scalable, durable solutions. You'll partner with leaders across functions to translate complex regulations into actionable roadmaps, align multiple teams, and drive delivery with speed and precision.

Beyond execution, you'll raise the bar on how we operate: standardizing processes, improving efficiency, and ensuring visibility through progress tracking, dependency management, risk mitigation, and crisp communication. Core Responsibilities
- Drive High-Impact, Cross-Functional Programs: Lead complex, large-scale initiatives that cut across teams, orgs, and regions. Define success upfront, align stakeholders, and relentlessly push programs from strategy through execution.
- Accelerate Team Velocity: Energize and unblock teams to deliver against ambitious timelines. Spot risks early, break through dependencies, and clear obstacles so progress never stalls.
- Partner Deeply with Product, Engineering, and Policy Teams: Work side by side with technical leaders to scope work, define milestones, and optimize resources. Push for clarity on priorities and trade-offs to ensure we deliver what matters most.
- Bring Technical Depth to Decision-Making: Understand architecture-level details and challenge assumptions. Ask the hard questions, propose pragmatic alternatives, and ensure we're making data-driven choices that scale globally.
- Bridge Business and Customer Impact: Keep the end user front and center while balancing technical realities. Use insights and data to influence decisions, improve efficiency, and deliver products that make Uber stronger.
- Communicate with Transparency and Influence: Surface progress, risks, and trade-offs to executives and collaborators with crisp, actionable updates. Drive alignment by giving context and recommending solutions, not just reporting status.
- Continuously Raise the Bar: Identify and implement improvements that make the org faster, smarter, and more effective. Share frameworks, tools, and playbooks that elevate program execution across Uber.
Basic Qualifications
- Bachelor's degree or equivalent experience in Computer Science, Engineering, or equivalent practical experience.
- Excellent written and verbal communication skills and exceptional emotional intelligence.
- Demonstrated ability as a TPM or Engineering Manager in a software, SaaS, or systems development environment
- Proven strong cross-team and cross-org stakeholder management.
- Analytical and truth-seeking. Ability to understand complex concepts and make reasoned decisions objectively.
- Metrics-driven: Experience in resolving effective program critical metrics and using them to measure program success and issues.
- Strong organizational skills to juggle many tasks without losing sight of the highest priority items
Preferred Qualifications
- Hands-on experience in the Regulatory and compliance space or similar.
- Excellent in identifying process gaps, measuring progress, and balancing engineering and product efficiency.
- Strong software development and distributed systems experience.
- Worked at a high-paced, fast-growing, creative tech startup.
- Developer experience, including writing, testing and deploying code.
